RESOLUTION OF THE CTIY OF
WASHIINGTON, SUPPORTING THE
LIBRARY LEVY LID LIFT
PORT

ORCHARD,
REGIONAL
WHEREAS, the Kitsap Regional Library, with its nine branch libraries, has
seen a greatly increased use and demand for library services over the past six years, and
WHEREAS, the demands for library service have increased five times faster
than the Library's revenues to pay for services, and
WHEREAS, the Library has had a 67% increase in library use and only a
15.5% increase in operating revenues since 2001, and
WHEREAS, the funding for the Library comes from a separate "regular"
property tax levy which by laws limits the levy to 50 cents per thousand dollars of
assessed value, and
WHEREAS, state law limits property tax increases to no more than 1%
more than the amount collected the previous year, and
WHEREAS, Kitsap Regional Library has requested a levy lift only once
during its 55-year history, approved in 1979, therefore:
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD,
WASHINGTON RESOLVES AS FOLLOWS:
THAT: The City of Port Orchard supports the Kitsap Regional Library levy
lid lift ballot measure on May 15, 2007, in order to provide needed funding by raising the
2007 levy rate from 30 cents to 48 cents
PASSED by the City Council of the City of Port Orchard, SIGNED by the
Mayor and attested by the Clerk in authentication of such passage this 23rd day of April,
2007.
