10/05/2020 - MinutesCity of Port Orchard Council Finance Committee A meeting of the Council Finance Committee was held remotely with all participants using Zoom on October 05, 202o at 2:00 P.M. PRESENT: Council members John Clauson, Beck Ashby, Shawn Cucciardi Mayor Rob Putaansuu, Director of Finance Noah Crocker, Senior Account, Heidi Draper, Public Works Director Mark Dorsey, PW Engineering, Chris Hammer The meeting was audio recorded. 2021-2022 Preliminary Biennial Budget Review The Mayor's Preliminary budget was posted Oct. 1202o. The goal of this meeting to review the budget and receive comments and feedback from the Finance committee. The Finance Director started with the "Your tax Dollars at work" document and walked through the document. They reviewed in detail the proposal for the financial policies the operating budget, the transportation maintenance and operations budgets, Capital Budgets, ERR. The document describes adjustment the Mayor has made which impact capital and personnel. Lastly, the Mid -Year Review list represent items to be considered in the mid -biennium review. The committee spent a significant amount of time discussing transportation planning, funding, and project workload. The Finance committee advocated for additional sales tax be allocated for transportation paving. Good of the Order XXXXXXX The meeting adjourned at 4:40 pm. Role of the Finance Committee The finance committee provides oversight of city budgeting, financial planning, and financial reporting. The committee recommends long-range financial goals along with funding strategies for the operating and capital budgets. Human resource issues requiring policy direction are brought before the committee. The committee serves as the advisory forum for transportation and street maintenance funding, and funding relating to the transportation benefit district.
