017-11 - Resolution - Thanking Larry Curles for ServiceRESOLUTIONNO. 017-11 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, THANKING LARRY CURLES FOR HIS SERVICE TO THE CITY AND COMMUNTY WHEREAS, Larry Curies served as an officer in the United States Anny fron11972 to 1982; WHEREAS, Larry Curies served in the United States Army Reserves until1992, and retired as a Lieutenant Colonel; WHEREAS, Larry Curies worked for the City of Port Orchard from 1982 to 2006 as the Head of Planning, City Engineer, Public Works Director and the Assistant to the Mayor; WHEREAS, Larry Curies, while working for the City of Port Orchard showed his dedication to the City, citizens, and employees; WHEREAS, Larry Curies was an integral part of the secondary wastewater treatment facility in 1983 that won awards for its operation and design. The payment of the City's so% local share was done through a Utility Local Improvement District, which was one of the largest in the State, based on the number of parcels at that time; WHEREAS, Larry Curies implemented the Port Orchard Bypass which required extraordinary patience as the project money was sought. This project included construction of a four-lane highway and bridge over a local salmon stream, and required coordination with Kitsap County and the Washington State Department of Transportation. Funding included almost every State and Federal source available during that time, which included Trident Impact Funds; WHEREAS, Larry Curies constructed the first roundabout on a State highway in the City of Port Orchard. It meant educating a skeptical public on its merit5 and developing the design standards for the Washington State Department of Transportation; WHEREAS, Larry Curies designed and constructed the South Kitsap Fire and Rescue station on Tremont, which was completed without any new taxes and was phased over three years of the normal City budgeting; WHEREAS, in 2006 Larry Curies went to work as the General Manager, for what we now know as, West Sound Utility District; which he is retiring from; WHEREAS, Larry Curies' legacy will live on through the many projects and contributions he has made over the past 30 years. His selfless dedication will be missed and the City wishes him well as he embarks on his next adventure; now therefore THE CI1Y COUNCIL OF THE CI1Y OF PORT ORCHARD, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: THAT: The City is thankful to Larry Curies for his many years of selfless service to the City of Port Orchard and its citizens for the past 30 years.
