The City of Port Orchard was recently
awarded a $1.5M Federal Highway Safety
Improvement Program (HSIP) Grant for the
design and construction of a new
roundabout located at the intersection of
Bethel Road SE/SE Lincoln Avenue/SE
Lundberg Road. The Project, which also
includes the removal of the roadway
connection at Bethel Road SE and Mitchel
Road SE, is estimated between $3M to $4M to complete and recently concluded the Conceptual
Design Alternatives Phase. With the Public Outreach Phase now commencing, the Port Orchard
City Council recently expanded the scope of the Project to include the design of an additional
Compact Roundabout at the intersection of SE Lincoln Avenue and Mitchel Road SE. The City will
provide the needed fund balance to complete the Project with Local Funds, as well as seeking an
additional $1.1M Transportation Improvement Board (TIB) Grant later this year. With the Project
anticipated to commence the Construction Phase is late 2022, this becomes the first of many
anticipated intersection and corridor improvements planned for the Bethel Corridor between
Mile Hill Drive/SR 166 and SE Sedgwick Road.

New Water Reservoir for the McCormick 580 Pressure
Zone Recently Completed
The construction of a new 1.0 million-gallon water
reservoir has recently been completed, thanks to the
cooperation between the City of Port Orchard, McCormick
Communities LLC, South Kitsap Fire and Rescue, and the
City of Bremerton. The new reservoir will provide the
needed domestic water operational supply and standby
storage necessary to meet the consumption and pressure
demands associated with the continued development
within the City’s McCormick 580 Pressure Zone. Additionally, the design and construction of a
water pressure booster station, water distribution mains, a new deep aquifer well and the
retrofit/upgrade of an existing deep aquifer well are also currently underway. Finally, the
McCormick 660 Pressure Zone Water Reservoir will also be constructed in the future, as needed,
to meet system demands.

The City of Port Orchard employees nearly 90 people working in a variety of capacities to meet
the needs of our citizens. You see many of our employees every day. Our police officers in their
clearly marked cars and our public works employees maintaining our streets, water, stormwater
and sewer systems. In addition, there are a number of employees you don’t see every day.
Perhaps you talk to them on the phone when you are paying your utility bill or trying to get a
building permit.
It takes a village of qualified professionals to keep up with the daily functions of a municipal
government. As part of the 2021 budget, the City Council approved the creation of four new
positions: IT Support Specialist, Building Official, Civil Engineer I and a Community Health
Navigator. At the time of this writing, three of the four positions have been filled and we are in
the final stages on the last of the new positions.

McCormick Village Subarea Plan
In 2003, prior to annexation into
the City of Port Orchard, Kitsap
County completed a subarea plan
for the McCormick Woods, West,
and North areas (the ULID6 Sub-
area Plan). The preferred devel-
opment alternative in this plan,
which was adopted by Kitsap
County, called for an “urban vil-
lage” that “provides a compatible
mix of single and multi-family housing and smaller-scale commercial retail and service uses, typi-
cally in multi-story buildings”. The City zoned areas of McCormick North upon annexation to pro-
vide an area for this urban village, but never took the step of creating a plan for the urban village.
The urban village is proposed to be a thriv-
ing and attractive walkable neighborhood
that gives the surrounding neighborhoods
access to goods and services, a variety of
housing types including cottage housing
and smaller scale apartments/condos, and
improvements to McCormick Village Park.
The McCormick Urban Village would be
located between Feigley Road and Campus
Parkway along Old Clifton Road. In collabo-
ration with McCormick Communities LLC,
the City plans to create a develop a plan
that will guide the urban form and amenities to be provided for the urban village.
In early May, the City created a survey to gain perspective and feedback on the type of develop-
ment current residents would like to see from this urban village. The feedback and responses
were some of the highest the City has ever seen. This survey was one of the first steps towards
creating a plan to allow for this type of development that was envisioned back in 2003. There will
be other opportunities for public participation on this project in the near future.

Downtown Long-Range Plan
In 2019, the city began to work on a
subarea plan and a planned action
EIS in collaboration with its consult-
ant team, GGLO LLC. This subarea
plan is focused on the existing
Downtown and Kitsap County Gov-
ernment Campus countywide cen-
ters. These areas have unique con-
ditions and land uses to accommo-
date a share of the City’s future
growth. The subarea plan and
planned action EIS planning process
will address issues such as current
land uses, development capacity,
future development mix and loca-
tion of densities and uses, transpor-
tation, utilities, public facilities,
amenities, and natural resources. As
a result of this planning process, a
neighborhood plan will be created and incorporated in the City’s Comprehensive Plan.
The study area measuring 329 acres, includes the City’s Downtown and County Campus Centers,
that will focus on opportunities for redevelopment along the City’s waterfront and adjacent to the
Kitsap County Government Campus. The Subarea Plan consists of two project components, includ-
ing a long-range land-use vision, and a required Environmental Impact Statement (EIS). The first
component that identifies a long-range land use vision, will increase housing opportunities, and
transportation. The Environmental Impact Statement (EIS) will be prepared by the Department of
Community Development (DCD) staff in response to applicable state, and local environment policy
act requirements.
Projects proposed in the study area consist of the Kitsap Bank Campus Plan, the County Court-
house, and development of 429 Bay Street.

Downtown Long-Range Plan, continued.
The Kitsap Bank Campus plans for the redevelopment of the existing Kitsap Bank Campus, to cre-
ate a sense of place on the Port Orchard waterfront. This redevelopment would include a blend of
public and private places; residential over commercial, office and community centers surrounded
by parks and open waterfront spaces. The County Courthouse development is planned to provide
for the phased development expansion of County facilities on the Port Orchard Campus over the
next 40+ years. The development of 429 Bay Street is a mixed-use building consisting of 39 resi-
dential units, and 500 square feet of commercial space with enclosed parking provided on the
ground.
The City and its consultants are committed to providing multiple opportunities for the public to
engage throughout the planning process. There will be opportunities for public participation on
this project in the near future.
South Kitsap Community Event Center
The South Kitsap Community Events Center will provide a central gathering place and multipur-
pose facility in Downtown Port Orchard that will support a multitude of functions for local and re-
gional use. The facility will house the City’s Regional Library brand and support the community
through public use of event and meeting space both large and small. The 24,000 square foot facili-
ty will be located at the current location of Kitsap Bank on Bay Street and act as a focal point to
the Port Orchard Waterfront and Downtown area.
In 2019, the Kitsap Public Facilities District (KPFD) allocated up to $12 million in phased funding to
support this project.

South Kitsap Community Event Center, continued.
Being the first-of-its-kind, the South Kitsap Community Event Center has the potential to build the
economy, engage the community, and be a catalyst for other development in Port Orchard.
This project was selected out of the total six proposals to be considered by the region to be in Port
Orchard, thanks to the support of the community. With funding from the KPFD, the resources to
create something that all of Kitsap can utilize and enjoy. This project will revitalize Port Orchard’s
shoreline areas and create a collaborative community space for the Kitsap region. Once the plans
are finalized by the hard work of the contracted architects, engineers, and designers, the project
can break ground.
