AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON, AMENDING THE BUDGET FOR THE
YEAR 2014 AS ADOPTED BY ORDINANCE NO. 029-13
TO RECOGNIZE EXPENDITURES AND REVENUE NOT
ANTICIPATED AT THE TIME OF THE ADOPTION OF
THE 2014 BUDGET
WHEREAS, the City of Port Orchard adopted its 2014 Budget in Ordinance No. 029-13
and subsequently amended its 2014 budget by Ordinance No. 007-14; and
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of
appropriation adjustments that could not have been anticipated at the time of passage of the
2014 Budget, as provided in RCW 35.33•o91 and RCW 35.33.121; and
WHEREAS, Retail and Use Tax was collected over the amount budgeted by $1o6,000
allowing the City to meet needs not anticipated; and
WHEREAS, the Port Orchard Bay Street Association requested $2,000 in financial
assistance for fertilizing hanging flower baskets attached to the downtown marquee with the
City receiving the public benefit of an enhanced and attractive streetscape for citizens, shoppers,
and visitors; and
WHEREAS, increased prisoner boarding, combined with the curtailed ability to use the
Forks Jail due to its closure during renovation, resulted in an unanticipated $98,000 in
incarceration expenses; and
WHEREAS, the 2014 Budget provided for three police vehicles, outfitted with the latest
components for police vehicle equipment, that cost $6,800.00 more than anticipated; and
WHEREAS, the Department of Revenue performed an examination for the period
January 1, 2009 through September 30, 2013 resulting in $19,800 due for sales tax on hourly
parking fees in City parking lots and also for parking for 3o days or more when the customer
does not have a designated space or stall; and
WHEREAS, the budget contemplated the purchase of a new telephone system to
update to current technology, and it was later learned that portions of City Hall lacked proper
wiring to use modern VoIP telephones, and during the upgrade process switch equipment and
its corresponding licensing had not been anticipated, requiring an additional $$5,600; and

WHEREAS, the 12 year old building and permit processing server failed and was
unable to be restored causing the City to be incapable to process or issue permits, and are
placement was discussed during the 2014 budget process but deferred until 2015, and because
the City passed Resolution No. 004-14 recognizing the need to upgrade the City's permitting
system and implementing the new technology fee surcharge authorized in RCW35.91.02 with
the expectation to migrate to the SMARTGov Cloud in 2015, Council elected to accelerate the
process and enter into an Agreement with Paladin migrating to SMARTGov cloud computing in
2014 in order to timely process and issue building permits resulting in an additional expense of
36,000; and
WHEREAS, the City determined a public economic benefit to acquire property in
downtown Port Orchard $148,000 from Cumulative Reserve for Municipal Facilities Fund No.
302 is appropriated for a Purchase and Sale Agreement Contract No. 067-14 to acquire 640 Bay
Street; and
WHEREAS, the City passed Ordinance No. o16 - 10 and Ordinance No. 026 - 11 that
directs a collection of a Capital Facilities charge deposited in the Water Sewer Utility Fund No.
401, $73,500 is transferred to Cumulative Reserve for Water Sewer Fund No. 403 to build up
reserves to be expended for the betterment and improvements of the utilities, with debt service
and maintenance and operation to be funded as necessary; and
WHEREAS, the City historically budgeted wages and benefits based upon the 26
payroll dates within a fiscal year rather than for actual days worked within the fiscal year,
resulting in an inexact ending and beginning Fund balance between fiscal years, and where there
is a recognized need to properly align wages and benefit costs in the fiscal year with actual days
and hours worked, wages and benefits totaling $3o9,600 is budgeted among various City Funds;
now therefore
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION 1. The 2014 Budget is amended to reflect the following:
(1) The appropriation of $2,000 for fertilizing hanging flower baskets
attached to the downtown marquee to Current Expense Fund No. 001.
(2) An additional $98,000 for incarceration expense to Current Expense
Fund No. 001.
(3) The appropriation of $6,800 from Cumulative Reserve Fund No. 303
for additional expense incurred in outfitting new Police Vehicles.
(4) The appropriation of $19,800 to the Washington State Department of
revenue for sales tax on hourly parking fees and city parking lots for
parking for 30 days or more to Current Expense Fund No. 001.

(5) An additional $5,600 for costs associated with the purchase and
installation of the new telephone system to Cumulative Reserve for
Municipal Fund No. 302.
(6) The appropriation of $36,000 for expenditures relating to migrating to
Paladin Data Systems Corporation SMARTGov permit processing to
Current Expense Fund No. 001.
(7) An appropriation from Cumulative Reserve for Municipal Facilities
Fund No. 302 $148,000 to purchase 640 Bay Street.
(8) A transfer of $73,500 from Water Sewer Utility Fund No. 401 to
Water Sewer Cumulative Reserve Fund No. 403 for Capital Facilities
collected as a portion of the Water Sewer rate.
(9) $58,90o for McCormick Village Park from Impact Fee Fund No.
ill to Cumulative Reserve for Municipal Facilities Fund No.
302.
(10) For wages and benefit the appropriation of $255,100 to Current
Expense Fund No. 001, an appropriation of $35,900 to Street Fund
No. 002, the appropriation of $5,800 to Criminal Justice Fund No. 103,
an appropriation of $53,700 to Water Sewer Fund No. 401, and the
appropriation of $19,600 to Storm Drainage Fund No. 421.
(11) Additional Revenue Sales and Use Tax $106,000
SECTION 2. This ordinance shall be in full force and effect five (5) days after posting
and publication as required by law. A summary of this Ordinance may be published in lieu of
the entire ordinance, as authorized by State Law.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and
attested by the Clerk in authentication of such passage this 9th day of December, 2014.
