026-13 - Ordinance - Amending the 2013 BudgetIntroduced by: City Treasurer Drafted by: City Treasurer Requested by: Council Finance Committee Introduced: November 26, 2013 Public Hearing: November 26, 2013 Adopted: December lo, 2013 ORDINANCE NO.026-13 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING THE BUDGET FOR THE YEAR 2013 AS ADOPTED BY ORDINANCE NO.024-12 TO RECOGNIZE EXPENDITURES AND REVENUE NOT ANTICIPATED AT THE TIME OF THE ADOPTION OF THE 2013 BUDGET WHEREAS, the City of Port Orchard adopted its 2013 Budget in Ordinance No. 024-12 and subsequently amended its 2013 budget by Ordinance No. 010-13, and WHEREAS, the City desires to keep current on budget amendments; and WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of appropriation adjustments that could not have been anticipated at the time of passage of the 2013 Budget, as provided in RCW 35.33•o91 and RCW 35.33.121; and WHEREAS, the City was awarded a 12 month Department of Labor and Industries Safety and Health Investment Project ( SHIP ) Grant in the amount of $62, 816 to fund safety and health projects for workplaces covered by the medical aid fund, and priority is given to projects involving accident prevention through cooperation between employers and employees or their representatives, and the City will establish a Light Duty = the Right Duty Return to Work and Safety Awareness program with the goal of a return -to -work program that is safe and timely returns employees to transitional or regular employment; and WHEREAS, the Washington State Parks and Recreation Commission for Recreational Boating Safety (RBS) awarded additional funding based upon the City's Marine Patrol performance activities reported to State Parks an additional $16,000 to Current Expense Fund No. oo1 for Marine Patrol activities; and WHEREAS, the City strives to maintain a fleet of police vehicles that meets modern safety requirements while providing paramount law enforcement services to the citizens of Port Orchard, and the cost of outfitting new police vehicles continues to climb, requiring $1,000 from Cumulative Reserve for Equipment Replacement Fund 303 for additional cost in equippIg a new police vehicle; and WHEREAS, the City of Port Orchards Public Properties Committee addressed the deteriorated condition of the existing wooden planter boxes constructed within the Dekalb Ordinance No. 026-13 Page 2 of 4 Street Right -of -Way at Bay Street, and thereby provided support for $3,300 from Current Expense Fund No. 001 to reconstruct in concrete block, the planter boxes near the DeKalb Street Pier; and WHEREAS, it is important that Public Works address the most pressing demands of improving the Bethel corridor while maintaining adequate storm drainage an additional $70,500 from Storm Drainage Utility Fund No. 421 for drainage improvements along the Bethel corridor; and WHEREAS, the City of Port Orchard's Public Works Director requested and was authorized $10,00o from Storm Drainage Utility Fund No. 421 for emergency Storm Drainage infrastructure repairs in conjunction with Segment number 5 of the Bay Street pedestrian pathway construction; and WHEREAS, the City successfully completed phases of the DeKalb Street Pier and Bay Street pedestrian pathway projects and some cost were deemed ineligible for grant reimbursement and unanticipated 2012 project carryover an additional $58,000 from Cumulative Reserve for Municipal Facilities Fund No. 302; and WHEREAS, Well No. g incurred additional construction expenses and unanticipated 2012 project carryover an additional $70,000 from Water Sewer Utility No. 401; and WHEREAS, Water meters are purchased for new construction projects and periodic upgrades to the existing system an additional $23,000 from Water Sewer Utility Fund No. 401; and WHEREAS, the city passed Ordinance No. 016-10 and Ordinance No. 026-11 that directs the collection of a Capital Facilities Fee deposited into the Water Sewer Utility Fund No. 401, $158,00o is transfered to Cumulative Reserve for Municipal Facilities Fund No. 403 to build up reserves to be expended for the betterment and improvements of the utilities, with debt service and maintenance and operation to be funded as necessary; and WHEREAS, the City received Water Sewer utility revenues in a higher amount than originally budgeted; and the City also incurred additional expenditures due to pump & lift station repairs and purchase of water for resale. Operating revenues and expenditures are increased by $120,000; and WHEREAS, in 2013 the City completed its transition of Water Sewer Utility Quickbooks accounting software to the Springbrook financial software, budget revisions are required to accommodate the change. Payments formerly budgeted as a transfer from Water Sewer Utility to 2003 Limited Tax GO Ref Bond Fund No. 206 will now be paid directly. from the WS Operating fund. $61,630 is moved from WS operating transfers line item to the proper debt payment coding and Fund No 2o6 is reduced by $61,630 to properly Ordinance No. 026-13 Page 3 of 4 reflect only the general government portion of the payment; now therefore THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The 2013 Budget is amended to reflect the following: (1) Grant funding in the amount of $62,816 awarded to the City by Department of Labor and Industries Safety and Health Investment Peroject (SHIP) to Current Expense Fund No. oo1. (2) Additional grant funding in the amount of $16,000 from US Coast Guard/ State of Washington Parks Boating Safety Program to Current Expense Fund No. oo1. (3) Estimated increase Sales and Use tax revenue $3,300 to Current Expense Fund No. o01. (4) The appropriation of $1,000 from Cumulative Reserve Fund 303 for additional expenses incurred in outfitting the new Police Vehicle. (5) The appropriation of $3,300 from Current Expense Fund No. oo1 to renovate planter boxes located near the Dekalb Pier. (6) The transfer of $6,000 from City Street Fund No. 002 for extension of Seasonal Parks worker to Current Expense Fund No. 001. (7) The appropriation of $70,500 from the Storm Drainage Utility Fund No. 421 for storm drainage work done on Bethel corridor. (8) The appropriation of $1o,000 from Storm Drainage Utility No. 421 for storm drainage work done in conjunction with the Bay Street Pedestrian Path. (9) An appropriation of $58,000 from Cumulative Reserve for Municipal Facilities Fund No. 302 for Dekalb Street Pier and Bay Street pedestrian pathway project. (10) The appropriation of $70,000 from Water Sewer Utility Fund 401 Fund No. 401for Well No. 9. (11) An appropriation of $23,000 from Water Sewer Utlility Fund Ordinance No. 026-13 Page 4 of 4 (12) No. 401 for water meters. (13) The transfer of $158,00o from Water Sewer Utility Fund No. 401 to Cumulative Reserve for Water Sewer Fund No. 403 for capital improvements. (14) To Water Sewer Utility Fund No. 401$120,000 for water sewer service fees and an appropriation of $120,000 for pump and lift station repairs and purchase of water. (15) From 2003 Limited Tax GO Ref Bond Fund No 206 $61,630 reduction in revenue and expense to properly report debt payments after transition of financial software from Quickbooks to Springbrook. SECTION 2. This ordinance shall be in full force and effect five (5) days after posting and publication as required bylaw. A summary of this Ordinance maybe published in lieu of the entire ordinance, as authorized by State Law.
