AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON, AMENDING THE BUDGET FOR
THE YEAR 2013 AS ADOPTED BY ORDINANCE NO.
024-12 TO RECOGNIZE EXPENDITURES AND
REVENUE NOT ANTICIPATED AT THE TIME OF
THE ADOPTION OF THE 2013 BUDGET
WHEREAS, the City of Port Orchard adopted its 2013 Budget in Ordinance No.
024-12; and
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by
means of appropriation adjustments that could not have been anticipated at the time of
passage of the 2013 Budget, as provided in RCW 35.33•o91 and RCW 35.33.121; and
WHEREAS, Retail Sales & Use Tax revenues received to date are higher than
originally anticipated; and
WHEREAS, the Barracuda Message Archiver has become an invaluable tool in
honoring public record requests, and the city benefits from 24/7 system support,
annual maintenance, and version updates, an additional $2,600 from Current Expense
Fund No. ool is provided for Barracuda Message Archiver support, maintenance, and
update costs; and
WHEREAS, the City as owner of a building located at 87 Sidney Avenue has
determined a public benefit in providing the facility to the Kitsap Regional Library
District at no charge, and a Memorandum of Agreement between the City and Kitsap
Regional Library District sets forth that the City will pay the cost of utilities including
electricity, water, sewer, storm drainage, and solid waste, $20,100 is authorized from
the Current Expense Fund No. oo1 to meet expenses as expressed in the Memorandum
of Understanding; and
WHEREAS, a public works truck used for street maintenance reached the end

of its useful life, and the City strives to maintain a fleet of fuel efficient and well
maintained vehicles to meet the needs of an expanding City, an additional $27,500 is
transferred from Current Expense Fund No. oo1 to City Street Fund No. 002 for the
purchase of a 2013 Dodge RAM 1500 to replace the fully depreciated street utility truck;
and
WHEREAS, the City Council voted to include $150 per month for a total of
$1,800 annually for rent payments on office space located at McCormick Woods and
used as a police substation, $1,800 is appropriated from Current Expense Fund No. oo1
for 2013 rent expense; and
WHEREAS, the City voted by motion on May 14, 2013 to accept the
recommendation of the Lodging Tax Advisory Committee to reimburse Current Expense
Fund No. 001$3,000 from the Community Events Fund No. 107 for additional funding
for foot ferry service; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON,
DO ORDAIN AS FOLLOWS:
SECTION 1. The 2013 Budget is amended to reflect the following:
(1) Estimated increase Sales and Use Tax Revenue Supplemental to the 2013
Budget: $52,000 to the Current Expense Fund No. o01.
(2) Estimated Appropriations:
(a) The appropriation of $2,600 from Current Expense Fund No. oo1 for annual
maintenance cost, 24 hour -seven days a week support, and annual updates to
the Barracuda Message Archiver.
(b) The appropriation of $20,100 from Current Expense Fund No. ool for library
utility, including electricity, water, sewer, storm drainage, and solid waste.
(c) The appropriation of $27,500 from City Street Fund No. 002 for the purchase
of a 2013 Dodge RAM 1500 to replace a full depreciated street utility truck.
(d) The appropriation of $1,800 from Current Expense Fund No. oo1 for monthly
rent payments on office space located at McCormick Woods used as a police
substation.
(e) The appropriation of $3,000 from Community Events Fund No. 107 to
Current Expense Fund No. oo1 for additional foot ferry service.
SECTION 2. This ordinance shall be in full force and effect five (5) days after
posting and publication as required by law. A summary of this Ordinance may be
published in lieu of the entire ordinance, as authorized by State Law.
