AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON
AMENDING THE BUDGET FOR THE YEAR 2008 AS ADOPTED BY
ORDINANCE NO. 042-07 TO RECOGNIZE REVENUE AND
EXPENDITURES NOT ANTICIPATED AT THE TIME OF THE
ADOPTION OF THE 2008 BUDGET AND ORDERING
APPROPRIATION AND TRANSFER OF FUNDS RELATING TO THE
WASTEWATER TREATMENT FACILITY FEE.
WHEREAS, the City of Port Orchard adopted its 2008 Budget in Ordinance No.
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, because it is necessary to make adjustments to accounts and/or funds
by means of appropriation adjustments that could not have been anticipated at the time of
passage of the 2008 Budget, as provided for in RCW 35.33.091; and
WHEREAS, the revenue collected from the Wastewater Treatment Facility Fee
portion of the Sewer Capital Facility Charge plus the interest has been accounted for in the Water -
Sewer Cumulative Reserve Fund along with the General Facility Fee revenue and interest; and
WHEREAS, THE City previously established the Wastewater Treatment Facility
Fund to track construction revenues and expenditures relating to the expansion of the Joint
Wastewater Treatment Facility; and
WHEREAS, the Wastewater Treatment Facility Fund is no longer used as the
construction fund but instead serves as the debt fund for the Public Works Trust Fund Loans
associated with the Joint Wastewater Treatment Facility; and
WHEREAS, the segregation of the Wastewater Treatment Facility Fee monies into
the Wastewater Treatment Facility Fund would mane for better accounting of the intended use of
these monies; and
WHEREAS, an additional appropriation is required to cover the transfer of these
funds up to $1,100,000 from the Water -Sewer Cumulative Reserve Fund to the Wastewater
Treatment Facility Fund; and
WHEREAS, the use of these funds are related to the Wastewater Treatment
Facility; now, therefore,
THE COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS
FOLLOWS:

Section 1. The 2008 Budget is amended to reflect the following transfer of
funds from the Water -Sewer Cumulative Reserve Fund to the Wastewater Treatment Facility
Fund:
(a) Operating Transfer Out of the Water -Sewer Cumulative Reserve Fund
$1,100,000.00
(b) Operating Transfer In to the Wastewater Treatment Facility Fund
$1,100,000.00
Section 2. The following appropriation for transfer of fund balance to the
Wastewater Treatment Facility Fund is hereby ordered:
(a) An amount up to $1,100,000.00 from the Water -Sewer Cumulative Reserve
Fund.
Section . This ordinance shall be in full force and effect five (5) days after
posting and publication as required by law, A summary of this ordinance may be published in lieu
of the entire ordinance, as authorized by State law,
PASSED by the City Council of the City of Port Orchard and signed by the Mayor
and attested by the Clerk in authentication of such passage this 30th day of December 2008.
