MEETING MINUTES
February 19, 2020
The Sewer Advisory Committee (SAC) met at the City of Port Orchard City Hall and the meeting was
called to order at 6:30 PM by Council Member Cindy Lucarelli.
Those attending the meeting were City Council Members Rosepepe, Clauson and Lucarelli; West Sound
Utility District Commissioners Hart and Way; City Utility Manager Brown; WSUD General Manager
Screws; and SKWRF Plant Manager Grabill.
APPROVAL OF MINUTES
Commissioner Hart made a motion, seconded by Councilmember Rosepepe, to approve the minutes of
November 6, 2019. The motion passed unanimously.
PROJECTS AND UPDATES
Storage Building
This project is complete and in use. Most of the work was completed in house and was completed under
budget.
2020 Capital Projects
CAS Aeration Upgrades
Plant Manager Grabill has received a bid of $32,000 for the diffuser.
CAS Blower Replacement
Plant Manager Grabill has purchased the replacement from the original supplier for half price since the
expected life was much longer. The purchase price was $42,000.
2020 Maintenance Projects
Effluent Sluice Gates.
We are able to replace two stainless gates for the price of one cast iron gate.
Deck Coatings $9000
This is an in-house project for scheduled maintenance.
Exterior Coatings 65 000
Plant Manager Grabill is presently working on the Scope of Work to be able to request bids.
Secondn Wet Well Scum Pit Pumps and Lines
This is an in-house project and parts have been ordered.
Fence Repairs and Extensions
The new fencing will deter trespassing due to the steep hillside.
Administration Building Flooring
Plant Manager Grabill will use carpet tiles as they may be replaced as needed rather than
having to replace the entire carpet in the future.
SCADA Server Room Upgrade
These upgrades will be done in-house and will focus on bringing the room up to code.
Digester Cleaning
This is a regular maintenance item. However, the cost is greatly increased since the City of
Port Orchard's decant facility can no longer accept the material. The decant facility is not
designed for this use and must be updated.
DEPARTMENT OF ECOLOGY PUGET SOUND NUTRIENTS GENERAL PERMIT
The Washington state Department of Ecology has issued a preliminary determination to develop a Puget
Sound Nutrients General Permit for discharge to the Salish Sea. There are approximately 40 plants
potentially effected by this new requirement the majority of which could not meet the requirement
without expansion and a significant rate increase. The SKWRF has no room to expand in order to meet
requirements for additional processes.
MARINA PUMP STATION
The City is anticipating having final design by the end of this year.

The next meeting is 6:30 PM, May 27, 2020 at the South Kitsap Water Reclamation Facility..
