MEETING MINUTES
June 17, 2020
Sewer Advisory Committee (SAC) members Rosepepe, Clauson and Lucarelli of the Port Orchard City
Council; Commissioners Lundberg, Hart and Way of the West Sound Utility District; City Utility
Manager Brown; WSUD General Manager Screws; and SKWRF Plant Manager Grabill met on June 17,
2020 at 6:32 PM via Zoom Meetings.
APPROVAL OF MINUTES
Commissioner Hart made a motion, seconded by Councilmember Rosepepe, to approve the minutes of
February 19, 2020. The motion passed unanimously.
PROJECTS AND UPDATES
2020 Capital Projects
CAS Aeration Upgrades
An order has been placed for the necessary equipment.
CAS Blower Replacement
The blower will be replaced next week.
2020 Maintenance Projects
Effluent Sluice Gates.
The replacement gates have arrived and will be installed after some routine maintenance is performed.
Deck Coatin s 9000
Plant Manager Grabill has a factory representative visiting next week to offer advice on the most efficient
method and materials.
Exterior Coatings ($65,000)
Site visits are being scheduled for prospective contractors.
Secondary Wet Well Scum Pit Pumps and Lines
The materials have arrived and this project is being scheduled.
Fence Repairs and Extensions
The new fencing has been installed. The City will need to obtain a key to the gate to perform
the required monitoring of Karcher Creek.
Administration Building Flooring
This project has been completed.
DEPARTMENT OF ECOLOGY PUGET SOUND NUTRIENTS GENERAL PERMIT
WSUD General Manager Screws gave an in-depth analysis of the proposed nutrient cap in re -issued
General Permits.
Plant Manager Grabill reviewed the latest information on plant efficiency considering the potential
nutrient cap. He noted that it is very difficult to make adjustments to the plant processes without having a
clear goal. He also reported on the Puget Sound Nutrient General Permit Advisory Committee.
City Utility Manager Brown reported that the City has added a disclaimer to the Sewer Capacity Letters
issued to developers in case there is a nutrient cap enforced in the next permit that limits the plant's
capacity.
MARINA PUMP STATION
The City has received the 30% plans is negotiating with the consultant for the 60% scope and budget.
MEETINGS
The next meeting will be held at 6:30 PM on September 16, 2020. The place is to be determined.
There being no further business, the meeting was adjourned at 8:21 PM.
