MEETING MINUTES
May 19, 2021

The meeting was called to order at 6:37 PM by Chair Lucarelli. Sewer Advisory Committee (SAC)
members Clauson and Lucarelli of the Port Orchard City Council; Commissioners Hart, Lundberg and
Way of the West Sound Utility District; City Utility Manager Brown; WSUD General Manager Screws;
and SKWRF Plant Manager Grabill met via Zoom Meetings.
APPROVAL OF MINUTES
Commissioner Hart made a motion, seconded by Councilmember Clauson, to approve the minutes of
September 16, 2020. The motion passed unanimously.
PROJECTS AND UPDATES
Capital and Maintenance Projects
CAS Aeration Upgrades
The new Aerostrips are scheduled to be installed on June 7th . Additionally, 100 channel air diffusers and
5 channel air valves were replaced last year and there are 100 more on order to replace during the
Aerostrip installations. This will address any more air loss in the CAS process saving energy as well as
having a more efficient operation.
Scum Pit Pumn Installation
This was completed last year and on line. This project was an original plant design that needed
to be addressed. Prior to completion, the solids or grease skimmings from the secondary
clarifiers would just recirculate through the plant endlessly. The completion of this project
cleaned up the Conventional Process making it easier to maintain permit limits while reducing
operational labor costs.
Effluent Sluice Gates.
Both North and South contact channel sluice gates have been installed and are online. South was
completed last year, North completed this year.
Sharples
We were initially set for panel replacement on the Sharples. Looking at the 30 year age of the
equipment and the $30,000 it costs per year to operate, Plant Manager Grabill decided to look at other
options that could save money while not putting such a big band aid on a piece of equipment at the end
of its useful life. Mr. Grabill is exploring using an ESCO (Energy Services Company) through DES and
requested that the SAC authorize him to execute an Interagency Agreement with Washington State
Department of Enterprise Services. The SAC unanimously approved his request.
Asphalt Overiay
Overlay, seal coating and striping have been in progress within the SKWRF grounds and are set for
completion 2611 of May.
Fencing:
The SKWRF 2021 budget authorized continued fencing repairs and replacements. This year a vinyl
coating on the fencing was used to prevent previous corrosion issues and hopefully get a few more
years out of it. The Fencing has been completed aside from the gate which is being made currently and
will be installed to complete the fence project for this year.
OUTSTANDING TREATMENT PLAN AWARD
The SKWRF was a recipient of the "Outstanding Performance Wastewater Treatment Plant Award" for
2019.
PUGET SOUND NUTRIENT GENERAL PERMIT PRELIMINARY DRAFT
If we actually go by the permit language for the calculation once the permit was active: Average
loading is 16.425 lbs. per ERLI. With the averages from 2017-2019 at 194,235 lbs. loading, this
calculation would leave us with around 1,264 ERLI's before reaching the initial Action Level ("ALO") of
215,000. (ALO is optimization actions that focus more on operational strategies with very little,
if any, equipment procurement.)
Formal Draft of the Nutrient General Permit is due out by close of business on June 16, 2021, with
the public comment period ending on August 21.
MARINA PUMP STATION
The 80% plans are nearing completion. Several coordination issues with the SK Events Center plans and
the Imagine Port Orchard plans were recently resolved.
MEETINGS
The next meeting will be held at 6:30 PM on July 21, 2021 at the SKWRF and available via zoom.
There being no further business, the meeting was adjourned at 7:36 PM.
