06/28/1999 - Regular - MinutesPort Orchard, Washington June 28, 1999 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 P.M. in the new City Hall Council Chambers, 216 Prospect Street. Council members present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee, and Stansbery. Staff present: Acting Police Chief Loftin, City Engineer Curies, City Clerk Parks, Deputy Clerk Merlino, City Planner Gross, City Treasurer Tompkins, City Attorney Montgomery (formerly Hanson), and Fire District No. 7 Contract Representative Assistant Chief Snow. Mayor Weatherill opened the City Council meeting in the new City Hall Council Chambers by introducing the South Kitsap Junior ROTC and requesting those present to rise for the posting of the colors. Mayor Weatherill led the audience and Council in the Pledge of Allegiance. Councilman Clauson introduced the Grand Opening Celebration Committee and invited former Mayor Nick Repanich to the podium. Former Mayor Repanich, on behalf of the Grand Opening Celebration Committee, presented a new gavel and base as well as a clock plaque to the Mayor and City Council, to commemorate the opening of the new City Hall Council Chambers. Mayor Weatherill asked for audience comments for items not listed on this agenda. No comments were received at this time. Ron Landon, WSDOT Project Development Engineer, gave a brief update on the Ross Point slide area. Mr. Landon informed Council the rock buttress wall construction project will be advertised July 261h with construction to start mid August. The roadway along Ross Point will be closed for approximately 5 to 6 weeks during the construction project. Mr. Landon also advised funding for the project has a six year time frame. At this time of the meeting Mayor Weatherill introduced Senator Bob Oke as one of the strong supporters for the city with regards to the Ross Point repairs. Mayor Weatherill also introduced Mary Ann Huntington from the Port of Bremerton; Mayor Weatherill's wife Bobbie and Pther Alvie Weatherill former Port Orchard Fire Chief and the newest member to the Planning Department 3 month old Margaret Grace Gross, daughter of City Planner Donna Gross. Mayor Weatherill opened the 7:35 PM Public Hearing regarding the Six -Year Transportation Improvement Program. City Engineer Curies outlined the proposed Six -Year Transportation Plan schedule for the year 2000 — 2005. Mayor Weatherill called for audience comments either for or against the proposed Six -Year Transportation Plan. As no response was received, Mayor Weatherill closed the public hearing and referred this matter to Council for their consideration. On motion by Councilman Morrison, seconded by Councilwoman Powers, Council approved Resolution No. 1864 adopting the Six -Year Transportation Improvement Program for the year 2000-2005, and including the widening of Tremont Street from one lane to two lane traffic on either side of the Pottery Avenue intersection. On motion by Councilman Clauson, seconded by Councilman Wyatt, Council approved Ordinance No. 1763 authorizing transfers from the Current Expense Fund to the Six -Year Emergency Medical Levy Fund to cover the shortfall of property tax collection. June 28, 1999 Page 2 of 2 On motion by Councilman Clauson, seconded by Councilwoman Powers, Council approved the consent agenda as follows: a. Minutes of the June 14, 1999 regular Council meeting as revised. b. Claim Warrants number 30990-31064 in the amount of $471,702.74. Councilwoman Powers, Chair of Public Property Committee, reported the Committee has reviewed the following items: (1) Locations for the proposed torpedo monument. Two locations were discussed: (a) land near the former Vlist offices; and (b) along the 500 block of Bay Street among the bioswale and street trees. (2) Implementing a fee schedule and policy for the renting of several conference rooms on the third floor of the new city hall facility. On motion by Councilwoman Powers, seconded by Councilman Wyatt, Council authorized a funding appropriation in the amount of $10,000 to purchase additional furniture items for the new city hall facility. Prior to the adjournment of the meeting, Councilman Clauson announced refreshments were available in the lobby to commemorate the first meeting in the new City Hall Council Chambers. Councilman Clauson on behalf of the City Council and Mayor Weatherill thanked the South Kitsap Junior ROTC for posting of the colors; Bay Coffee Company for the coffee and refreshments; Albertson's for the cake and the Port Orchard Soroptomist's for the flowers, decorations and acting as hostesses.
