12/30/1999 - Special - Minutesi Port Orchard, Washington December 30, 1999 Council of the City of Port Orchard, Washington, called to order for a Special Session by Mayor Pro-tem Powers at 7:30 PM at City Hall, 216 Prospect Street. Council members present: Clauson, Geiger, Powers, Van Zee, and Stansbery. Staff present: City Clerk Parks. Mayor Pro-tem Powers welcomed those present and confirmed that this special session was convened at the request of the Public Property Committee. The Council periodically awards the Good Neighbor Award. The next award that is due for presentation is for the best holiday light display. The Public Property Committee had invited all elected officials, staff, and the public to accompany the Committee on a tour of the city to choose the recipients of this season's awards. Kitsap Transit provided transportation. Councilman Clauson arrived with a Kitsap Transit van and it was determined a larger van was necessary to accommodate the citizens who had accepted the offer to accompany the Public Property Committee on the holiday light tour. He returned quickly with a larger vehicle and the group left city hall at approximately 7:45 p.m. Those present were impressed by the number and quality of lighted displays throughout the city and found that choosing the "best display' for residential lighting and commercial lighting proved to be extremely difficult. After thoughtful discussion is was agreed that two residential awards would be given this season.
