Council of the City of Port Orchard, Washington, called to order for a special study session by Mayor Leslie J.
Weatherill at 7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Wyatt, Morrison,
Geiger, Powers, and Stansbery. Staff present: City Engineer Curles, City Planner Gross and Deputy Clerk
Merlino.
City Engineer Curles opened this public meeting by welcoming Port of Bremerton Commissioners Dick Feek,
Mary Ann Huntington, Cheryl Kincer and Port staff, Richard Brandenbury, Gene Baker, Ken Atterbery, Joe
O'Leary, and Gordon Walgren and representatives from the Port of Bremerton; Wendy Clark, representing
Kitsap Transit and Bill Huntington representing Kitsap County Sewer District No. 5.
The purpose of this Study Session is to discuss the restoration of the Port Orchard Marina, as well and the
future plans of the Port Orchard Marina, Bremerton National Airport and Olympic View Industrial Park. Other
items for discussion are Sidney Landing, and sewer service to the airport.
The Port of Bremerton representatives and Commissioners thanked the City of Port Orchard elected officials
and staff for the immediate help and cooperation during the winter storm of 1996 which disabled the Port
Orchard Marina.
Gene Baker noted the last pier on the Port Orchard Marina will be installed soon and will be ready for service
in a few weeks with February 28, 1998 targeted as the completion date. They are currently ahead of
schedule and again thanked the staff for the help in securing the necessary building permits in a expedient
manner.
Dick Brandenbury commented on the current negotiations with Mist Motors and the Jensen facility for the
purchase of their property. Mr. Brandenbury stated in approximately 2 years the site will be developed into
commercial and water dependent uses.
Wendy Clark representing Kitsap Transit discussed the Sidney Landing Project stating they are currently
developing the upland portion of the property. Ms. Clark also thanked City Planner Gross who administers
the City Shoreline Management Program, for her professional and courteous help.
Dick Brandenbury reported on the expansion of the Bremerton National Airport, specifically the Aero Control
Maintenance Facility, which will eventually create between 300 to 400 jobs for the Kitsap Peninsula. Mr.
Brandenbury also commented on the Harbor Air Agreement at the Bremerton National Airport which will
become a shuttle between the SeaTac Airport and Bremerton.
Mr. Brandenbury addressed the Olympic View Industrial Park, noting the increase in new tenants and the 30
acre parcel being developed as a Planned Unit Development.
The Port was asked to identify their greatest challenge. Mr. Brandenbury commented - securing enough
money to achieve all their goals is the Port's greatest challenge.
Mayor Weatherill thanked all the representatives for their attendance and ed all agencies to continue to
work together for the benefit of our community.
