Mayor Pro-tem Carolyn Powers called the Council of the City of Port Orchard, Washington, to order in
special session at 7:30 P.M. at City Hall, 216 Prospect Street
Council members present: Clauson, Wyatt, Geiger, Powers, and Stansbery.
Staff present: Planner Gross, and Deputy Clerk Merlino.
Mayor Pro-tem Powers reopened the Draft Zoning Ordinance Public Hearing which was continued from
January 21, 1998. The purpose of holding a series of continued meetings that constitute one public hearing
is to allow a detailed and thorough review and discussion on the Draft Zoning Ordinance. Public input is
invited and encouraged during discussions on the Draft Zoning Ordinance.
Councilmembers confirmed additional dates for continuation of the Draft Zoning Ordinance Public Hearing.
Dates set for continuation of this public hearing are:

City Planner Gross continued discussion on Part D1 Density, dimensions, and design requirements (page
161) and proceeded to facilitate continued discussion on Part D1.
Council agreed on the following revisions to Section 18 as follows:
Section 18: Nonresidential land uses in residential zones
Except for subregional utilities and uses, all nonresidential uses located in the residential zones (Rrnh,
R4.5-R20) shall be subject to the following requirements:
a: No changes
b: Impervious surface coverage by a nonresidential use shall not exceed the coverage
allowed for a residential use as shown in the accompanying table, unless appropriate
mitigation as determined by the Planning Commission is approved through a Variance.
C. New buildings and structures shall not be closer than 20 feet to any property line except as
noted in subsection d.

e. Parking areas are permitted within the required setback area from property lines, provided
such parking areas are located outside of the required landscape area or buffer zone
prescribed along the public right of way.

Section 19: Residential fences
Fences are permitted as follows:

After much discussion Council agreed to continue discussion to Section 19 (a) at the next continued public
hearing.
At 9:35 P.M. Mayor Pro -tern Powers declared the Public Hearing continued to Tuesday, February 3, 1998
at 7:30 PM.
