02/04/1998 - Special - MinutesPort Orchard, Washington February 4, 1998 Mayor Pro-tem Carolyn Powers called the Council of the City of Port Orchard, Washington, to order in special session at 7:30 P.M. at City Hall, 216 Prospect Street Council members present: Clauson, Wyatt, Morrison, Geiger, Powers, and Stansbery. Staff present: Planner Gross, and Deputy Clerk Merlino. Mayor Pro-tem Powers reopened the Draft Zoning Ordinance Public Hearing which was continued from January 28, 1998. The purpose of holding a series of continued meetings that constitute one public hearing is to allow a detailed and thorough review and discussion on the Draft Zoning Ordinance. Public input is invited and encouraged during discussions on the Draft Zoning Ordinance. Councilmembers confirmed additional dates for continuation of the Draft Zoning Ordinance Public Hearing. Dates set for continuation of this public hearing are: Wednesday, February 11, 1998 Wednesday, February 18, 1998 City Planner Gross continued discussion on Part D1 Density, dimensions, and design requirements (page 161) and proceeded to facilitate continued discussion on Part D1. City Planner Gross reported on Council's request concerning Kitsap County's regulations on residential fences and height restrictions. City Planner Gross stated Kitsap County follows the UBC codes which allows for a 6 foot fence and anything over 6 feet requires a building permit. Council agreed on the following revisiong to Section 19 and 20 as follows: Section 19. Residential fences Fences are permitted as follows: a: Fences exceeding a height of 6-feet 8 feet shall be subject to a variance. see}ply With the Living fences — the purpose of which is to provide a screen between residential uses, may be created using hedges, columnar trees, and similar landscape materials ffF9yided the heigw shell Aet e eed 9 feet e: b: The height of a fence located on a rockery, retaining wall, or berm shall be measured from the top of a fence to the grade at tieFeperfyline on the high side of the rockery, retaining wall, or berm. Council agreed swimming pools should be regulated through the USC codes and the property owners private insurance companies. City Planner advised this concludes Section D1, except for review of the chart located on page 164, Densities and dimensions. Council requested City Planner to present at the February 18, 1998 continued meeting a proposed redraft of this chart which would be more compatible with the city's environment. Council agreed to discuss Section D3: Parking and vehicular circulation at the next continued public hearing. At 9:15 P.M.
