Mayor Pro -tern Carolyn Powers called the Council of the City of Port Orchard, Washington, to order in
special session at 7:30 P.M. at City Hall, 216 Prospect Street
Council members present: Clauson, Wyatt, Geiger, Powers, Van Zee, and Stansbery.
Staff present: City Planner Gross, City Engineer Curies, and City Clerk Parks.
Mayor Pro-tem Powers reopened the Draft Zoning Ordinance Public Hearing which was continued from
February 25, 1998. The purpose of holding a series of continued meetings that constitute one public
hearing is to allow a detailed and thorough review and discussion on the Draft Zoning Ordinance. Public
input is invited and encouraged during discussions on the Draft Zoning Ordinance.
City Planner Gross reviewed dates set for continuation of this public hearing are:

City Planner Gross facilitated review of the following sections and tables:
Section 9: Transit and Rideshare Provisions. Councilmembers and audience participants discussed the
proposed changes for Section 9 and concurred on the following:
Section—R.— Transit and Rideshare Provisions
To support the use of ridesharing as an alternative mode of transportation that will aid the City in its efforts
to reduce air pollution, traffic congestion, and fossil fuel consumption, the following shall apply:
a) All land uses with 25 employees working at any given worksite during a single work shift listed under
the GovemmenttBusiness Services and Manufacturing tables shall be required to reserve parking
spaces for registered rideshare vehicle parking as follows:
1. There shall be a minimum of one open parking space reserved for an employee rideshare vehicle,
and all registered rideshare vehicles shall have a reserved parking space.
2. A vehicle parked in a rideshare vehicle only parking space must be registered in Kitsap Transit's
countywide public "Rideshare Vehicle Registration Program", qualify as a rideshare vehicle as
defined by Kitsap Transit, and display a valid cadvanpool pass.
3. Each rideshare vehicle parking space shall be clearly labeled with a Kitsap Transit carpool or
vanpool parking sign.
4. Except for "disabled parking" spaces, rideshare vehicle parking spaces shall be located closer to
the primary employee entrance than any other employee parking spaces.
b) When one or more scheduled transit routes provide service within six hundred sixty (660) feet of
the employment site and there is designated pedestrian access, the City Engineer may reduce the
number of required off-street parking spaces.
c) All uses which are located on an existing transit route and are required under the computation for
required off-street parking to provide more than two hundred (200) parking spaces, may be
required to provide transit shelters, bus turnout lanes or other transit improvements as a condition
of permit approval. Uses which reduce required parking under "Subsection b" of this section may
provide transit shelters if transit routes adjoin the site.

Councilmembers requested Mr. Norm Olson review this requirement and report back at a future

requirement determined during application.
