Council of the City of Port Orchard, Washington was reconvened in regular by Mayor Leslie J.
Weatherill at 7:30 P.M. at City Hall, 216 Prospect Street. This is a continuation of the regular
session that was recessed on March 23, 1998 until this date. Council members present:
Clauson, Wyatt, Morrison, Geiger, Van Zee and Stansbery. Staff present City Engineer Curles,
Construction Engineer Munter, City Clerk Parks, and Assistant City Attorney Hanson.
Mayor Weatherill stated focus of this continued session is to discuss bids received for
construction of the new city hall facility and requested City Engineer Curles update those
present on status of bids.
The City Engineer reviewed bid process and bid results, highlighting two low bids received from
James H. Robinson Co., Inc. and Yun's Company, Inc. Due to bidding irregularity, the bids
have been reviewed by the City Attorney, an outside contract attorney, US HUD legal
representatives and the project architects. All have recommended the project be awarded to
Yun's due to non -responsive bid submitted by JH Robinson Company. J.H. Robinson
Company's bid stated "No Bid" on Alternate 2F.
Councilman Geiger moved to award the City Hall Construction Project to Yun's Company, Inc.
subject to concurrence of the US Department of Rural Development. Bid in the amount of
$4,746,218.00. Motion seconded by Councilman Morrison.
Bob Brott, Art Anderson and Assoc. briefed Council and Mayor on various letters received
requesting the City not award the contract to Yun's Company. Mr. Brott reported he has
contacted Washington State Labor and Industries who confirmed the Yun's Company has no
outstanding Labor and Industries violations; and the City of Seattle, who stated that their
contract with Yun's Company is still open, Yun's Company is responding to their issue(s). Mr.
Brott confirmed no information or evidence has been received to disqualify Yun's Company.
Mr. Brott reviewed bid award is to be based upon base bid plus bid on seven (7) bid alternates.
After the bid is awarded the city retains the right to reject any or all of the bid alternates.
Councilman Morrison called for the Question on the motion on the floor to award the City Hall
Construction Project to Yun's Company Inc. Motion approved with six ayes.
Mayor Weatherill adjourned meeting at 7:45 P.M.
