04/01/1998 - Work Study - MinutesPort Orchard, Washington April 1, 1998 Acting Mayor Pro-tem Robert Geiger called the Council of the City of Port Orchard, Washington, to order in Study Session at 7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Wyatt, Morrison, Geiger, Van Zee, and Stansbery. Staff present: City Engineer Curies and City Clerk Parks. Acting Mayor Pro-tem Geiger stated the purpose of this Study Session is to introduce the proposed new sign ordinance. City Engineer Curies suggested that this study session be used to perform an initial review of the Draft Sign Ordinance to acquaint Councilmembers and staff with the document. The draft ordinance has been formulated at Committee level. Upon completion of an initial review, any revisions made by concensus of the Council could be incorporated into a revised draft and made available for public review and comment. Councilmembers agreed that it is very important for business people, general public, and staff to review the proposed sign ordinance prior to adoption. Acting Mayor Pro-tem Geiger initiated discussion by reviewing Committee process to develop the sign ordinance. Council discussion on the preliminary draft of the proposed sign ordinance resulted in the following revisions: 3. Signs Prohibited (3) Signs located in or on public right-of-way or public property, with the following exceptions. Add new sub -section 3E. Signs specifically approved by the City Council. (5) Signs attached to trees, utility poles, streetlights, rocks, or other natural features ate- his Ply. (6) (Note) Staff to review State statutes relative to placing vehicles or trailers on public property for purpose of displaying advertising material. 4. Signs Exempt from this Ordinance: (3) (Note) correct spelling of "public". 9. Issuance of Permits —Inspection. (Note) Second paragraph, second sentence. Correct spelling of "indicated". 12. Illumination of Signs. `Delete second sentence —' ' . "Add second paragraph to end of section — Sequential messages such as date and time are permitted. 13. Height of Signs. (�} In case where height variances are granted by the City Council for freestanding signs. in the 19 Temporary and Special Event Signs. April 1, 1998 Page 2 of 2 (1) (Note) Limit special sales events to 60-day period. By adding. ...All such advertising materials shall be located on premises being advertised and shall be removed immediately upon expiration of said special sale or event, such special sale or event shall be limited to a 60 day period. 20 Entry Way Signs. (Note) Garage sale signs should be reviewed in more depth. By general concensus, Council members agreed to continue review of the preliminary draft of the proposed sign ordinance to another date. They discussed the pending Zoning Code review dates that are April 8 and April 9, 1998 and decided to continue this session to April 16, 1998. At 9:32 P.M.
