04/16/1998 - Special - MinutesPort Orchard, Washington April 16, 1998 Acting Mayor Pro-tem Clauson called the Council of the City of Port Orchard, Washington, to order in special session at 7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Wyatt, Geiger, Van Zee and Stansbery. Staff present: City Planner Gross and Deputy Clerk Merlino. Acting Mayor Pro-tem Clauson reopened the Draft Zoning Ordinance Public Hearing which was continued from April 9, 1998. The purpose of holding a series of continued meetings that constitute one public hearing is to allow a detailed and thorough review and discussion on the Draft Zoning Ordinance. Public input is invited and encouraged during discussions on the Draft Zoning Ordinance. City Planner Gross confirmed the continued meeting dates for the next Draft Zoning Ordinance which will focus on the zoning map as follows: Tuesday, April 21, 1998 Wednesday, April 22, 1998 (If necessary) City Planner Gross continued discussion on the table in Section D1 establishing Densities and dimensions (page 164-A) After a lengthy discussion concerning single family detached and attached dwelling unit densities, the City Planner recommended and by general concensus Council agreed to add an additional note to the Residential land uses table (Page 146-C) which states: 6: Planned Unit Development review is required for all subdivisions. (This footnote #6 will be added to all permitted dwelling unit developments in the R8 zone. City Planner further clarified the minimum lot size, as indicated on the page 164-A, would remain as is, with the stipulation as noted on page 146-C footnote #5 and 6. The next section of chart on page 164-A was modified by the Council as follows: Setback from street right-of-way in feet (1) Council deleted the following subsections from the chart: Pedestrian boardwalks; Alleyway or private access road (11); Downtown district street; Typical residential street; Residential collector road (2); Arterial road (3). The following note was added to page 164-A : 13: If required parking is served by an alley, residential street setbacks may be reduced to 10 feet. ;S • • April 16, 1998 Page 2 of 2 The following dimensions were incorporated: Greenbelt zone 30 feet Residential zone 15 feet Commercial zone 10 feet Mixed use district 10 feet Employment 30 feet Note 14 was added: For every 10 feet of height over 33 feet an additional 10 feet of setback is required. Community facilities 15 feet The next section of chart on page 164-A was modified by the Council as follows: Setback from adjacent zoning (4) Council modified note 4 as follows: From side or rear site or property boundary line. Council further modified setbacks from adjacent zoning for residential developments as follows: Sideyard setbacks 5 feet Rear setbacks 10 feet For Commercial and Mixed Use developments — all side and rear yard setbacks shall be 5 feet. Employment and Community Facilities developments shall have side and rear yard setbacks from residential zones of 20 feet but may have side and rear yard setbacks of 5 feet from non- residential zones. Council requested City Planner review the possibility of changing the setback requirements to be measured from the foundation instead of the dripline. City Planner advised this concludes the review of the draft zoning ordinance text portion. At approximately 9:30 P.M.
