05/06/1998 - Work Study - MinutesPort Orchard, Washington May 6, 1998 Mayor Pro-tem Powers called the Council of the City of Port Orchard, Washington, to order in Study Session at 7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee, and Stansbery. Staff present: City Engineer Curles and Deputy Clerk Merlino. This Study Session is continued from April 29, 1998 allowing the Councilmembers an opportunity to become familiar with the proposed new sign ordinance. Council continued discussion on page 42 subsection (III) regarding Signs along the City owned Bay Street marquee and resulted in the following revisions: Subsection (III) 2. For a parcel of property, the total signage shall not exceed �0 30% of the front footage of that tax parcel. Subsection (III) 3. The sign is to be centered on the horizontal plane of the marquee and shall not extend above the top or bottom of the marquee face railings. Council added the following condition to Subsection III. Subsection (III) 7. A movie theatre with more than 150 seats shall be exempt from the standards as defined in Subsection III of this chapter. 25. VARIANCES Delete wording from first paragraph "+R-Gha e€' Council requested the conditions in the chapter be listed in number order. Council further requested any reference to "City Council" regarding Variances be changed to "Planning Commission". 26. ENFORCEMENT PROCEDURES No changes 27. APPEALS Change the word "Gbapteto "Ordinance" in the first sentence of the paragraph. 28. VIOLATIONS — PENALTIES. No change /I May 6, 1998 Page Two of Two This concludes the review process by the City Council of the Sign Ordinance. Staff will incorporate proposed revisions and distribute final draft to the business community and public. The City Council will hold a public hearing to provide opportunity for public comment and the final step is the adoption and enforcement of the sign ordinance. At approximately 9:00 P.M.
