11/08/1997 - Retreat - Minutessession with the City Planning Convnission, the City Council Station Classroom until about 4 PM. The following items were discussed: 1. The Council would like a joint study session with the Port of Bremerton. The Port has development plans for the water front across for City Hall and other plans affecting Port Orchard. A study Session would be a good way to have the elected officials discuss areas of mutual interest. 2. The use of e-mail can reduce the amount of paper that the staff is using. If the Council members had e-mail at work or home, then much of the memos can be distributed without using paper. Not all the Council members have computers. The staff can look into this issue. John Clauson will start receiving e-mail from the staff to determine how well the system works. 3. The sidewalks on Bay Street, at the marquee need work. In lieu of replacing them, maybe the potential trip areas can be grounded or beveled. 4. The Council is concerned that the property leases it has allowed do not provide for reconsideration of the terms at the time of renewal. The leasee should be able to renew the lease, but the City should be able to adjust rent and Specisi conditions. A copy of the Westbay lease will be provided to the Council. 5. The RV Park was discussed. The Council sees a need for this type of facility. However, for larger vehicles to use it, the individual sites would have to be enlarged. Water should also be provided at the park. If supervision is needed, a neighbor can be contracted with to supervise the rules. 6. In order to determine the property values, the staff should estimate land appraisals for Mitchell Paint and the RV Park. 7. The City Engineer should contact the County Commissioners to begin discussion on revenue sharing. The City needs to annex Wal-Mart and Safeway. If revenue sharing can be negotiated, the annexation would be easier. 8. A letter should be sent to the County DCD to discuss the population projections for Growth management. The City wants the KRCC to use the higher populatio:: estimate instead of the mid -range that was used. The City wants to have the South Kitsap population reflect 1/3 mral and 2/3 urban. The existing rate of growth, which we are experiencing, would justify this request. Retreat. The focus of the morning session is for the City's Planning Commission and the City Council to meet together to discuss topics of mutual interest. At the end of the presentations and general discussions, the group will have a light lunch before ending the session. If your schedule allows it, the City would hope that you could attend all or part of the morning sessions and lunch. Lunch would be particularly important in that a general discussion could be continued between the Council, Planning Commission members and you. This could be a good forum to know each other better and to assure coordinated City/County programs in 1998. The Retreat will be held in the Fire Station, 200 Tremont Street on 8 November 1997.
