January 13, 1997
Council of the City of Port Orchard, Washington, called to regular session by Mayor
Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers
present: Wyatt, Morrison, Geiger, Powers, Van Zee and Grable. Councilman Clauson
excused. Staff present: Police Chief Mathews, City Engineer Curles, City Planner Gross,
Fire Chief Snow, Deputy Clerk Hager, City Clerk Parks and City Attorneys Hanson and
Ryan.
Councilman Morrison led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Steve Palmer, 501 Bay Street, reiterated his request for more handicap parking in the
downtown area.
Mayor Weatherill asked for further additional comments for items not listed on this
agenda.
Dave Lystad, 124 May Street, expressed a concern with stormwater drainage in the
vicinity of May Street and Pottery Avenue.
Mayor Weatherill opened the 7:30 PM continued Public Hearing regarding a Preliminary
Plat Application to subdivide 34.9 acres into 26 industrial lots located on the north
side of block 3300 of Lloyd Parkway. The site is zoned Industrial. The property owner
is RV Sand and Gravel. This public hearing has been continued from December 23, 1996.

City Planner Gross illustrated on a map where the proposed subdivision is located and
reviewed the Planning Commission's recommendation for approval.
Norm Olson, representing RV Sand and Gravel, outlined the proposed industrial
development which will allow for 26 industrial lots. Mr. Olson addressed the following
concerns expressed by the Suquamish Tribal Community and the Planning Commission: (1)
a requirement for a 2:1 slope by the Department of Natural Resources which is required
for reclamation of gravel pit; (2) a proposed 8 inch vs. 10 inch watermain; and (3)
roadway standards.
Steve Davis, R.V. Sand and Gravel, assured Council they will abide by all condition
recommended by the Planning Commission.
Mayor Weatherill called for audience comments either for or against the proposed
Preliminary Plat Application.
Dave Lystad, 124 May Street, questioned the Suquamish Tribe concerns regarding
stormwater drainage and sidewalks.
Norm Olson, responded to Mr. Lystad's questions by describing the process of the
stormwater drainage system process as it flows through the biofiltration system.
Mayor Weatherill called for additional audience comments regarding the proposed
Preliminary Plat Application. As no response was receive from the audience, Mayor
Weatherill closed the public input portion of the Public Hearing and referred this
matter to Council for their consideration.
Councilman Van Zee presented motion, which was seconded by Councilman Grable, to adopt
Planning Commission Resolution No. 270-96 as their own and approve the Preliminary Plat,
known as Port Orchard Industrial Park allowing a subdivision of 34.89 acres into 26

industrial lots located on the north side of block 3300 of Lloyd Parkway, with 32
conditions as listed in Planning Commission Resolution No. 270-96 with modifications
to conditions No. 4, 13, 14 and 32 as adjudicated during the Public Hearing input
discussion. Motion passed with 6 ayes. The following 32 conditions are as follows:
1. All structures shall not exceed 33 feet to the roof dripline, at any point
around the structure measured from the lowest point of finished grade,
unless a fire protection plan is approved by the Fire Chief.
2. Individual lots when developed shall comply with the Zoning Ordinance
Chapter 5.7.B, including but not limited to, setbacks, landscaping, off-
street parking and loading spaces, lighting and irrigation prior to
building permit issuance.
3. No permanent sign shall be erected without prior approval from the Public
Works Department and issuance of a building permit.

5. The design of the stormwater system will be consistent with Department of
Ecology standards and the revised engineer design dated September 1996.
The runoff will be re -directed from private property south of the site and
channeled along the public right of way.
6. The project will mitigate the impacts to the road system, as established
in the public hearing process.
7. The Developer shall install as a minimum an 8-inch ductile iron water main
in all the streets of the development.
8. An air vacuum release shall be installed at the high point of the water
main extension.
9. The water system shall be designed to allow service to Lots A and B of
Short Plat S-1064. The required easements shall be recorded prior to
Final Plat approval.
10. All water system improvements will be complete, and the asbuilt drawing
will be accepted by the City prior to Final Plat approval.
11. If a sewer pump station is required, it shall be equipped with an on -site
emergency generator capable of operating both pumps simultaneously, and
meet the following requirements:
A. Be an explosion proof assembly.
B. Be a dual pump assembly, with stainless steel poles.
C. Have on site a water outlet, 110 volt outlet, and a telephone
conduit for future telemetry connection.
D. The area shall be fenced with a least a six (6) foot high fence.
12. All sewer system improvements will be complete, and the as -built drawings
accepted by the City prior to Final Plat approval.

14. All road improvements will be completed prior to Final Plat approval. A

15. A lighting plan shall be submitted and deemed acceptable to Puget Power
standards and to the City Engineer prior to placement of any outdoor
illumination. At a minimum, street illumination should be located at Lots
3, 4, 10, 12, 18, 23 and Tract B.
16. The Developer should provide the City with $200.00 to pay for the
following signs and posts:

17. Construct a westbound right turn deceleration lane with 150 feet of
storage plus an 80 feet taper at Old Clifton Road and Lloyd Parkway.
18. Clear the brush on the south side of Old Clifton Road, west of the Lloyd
Parkway intersection to improve the sight distance from Lloyd Parkway.
19. Provide a right turn lane on Lloyd parkway at the Old Clifton Road
intersection.
20. Through restripping, create a 2-way left turn lane on Old Clifton Road in
accordance with the traffic studies proposed transportation improvements.
21. The design of the stormwater system will be consistent with Department of
Ecology standards and the revised engineer design dated September 1996.
The runoff will be redirected from private property south of the site and
channeled along the public right of way.
22. All areas that have been disturbed during construction, but not
constructed upon by 1 October of the year shall be hydroseeded or covered
with straw to minimize sediment erosion.
23. The stormwater system shall be designed by a professional engineer.
24. There will be an outfall from the detention basin in Tract A that directs
the water through a culvert to the 36-inch culvert under Lloyd Parkway.
No water from the Industrial Park will be directed to properties south of
the Industrial Park.
25. All stormwater system improvements will be complete prior to approval of
the Final Plat.
26. All lots will be surveyed and recorded.
27. All utilities will be underground.

28. The City Clerk will approve all street names before Final Plat approval.
29. The minimum number of fire hydrants required on site will be five (5).
The location of these hydrants will be determined by the Fire Chief prior
to final plat approval.
30. The need for a 10-inch water main will be determined by the Fire Chief
prior to final plat approval.
31. The stormwater system shall be in place prior to further development.
32. A set of covenants shall be established in conjunction with the City
Engineer and planning staff to guide the phasing of development with

Mayor Weatherill called for a 10 minute recess with meeting reconvening at 8:45 PM.
Mayor Weatherill called for nominations for the 1997 Mayor Protem.
Councilman Van Zee moved to nominate Councilwoman Powers for the 1997 Mayor Protem
position, seconded by Councilman Morrison and as no other nominations were received;
motion was approved unanimously.
Mayor Weatherill opened the 7:35 PM Public Hearing regarding the draft zoning code
ordinance.
City Planner Gross summarized the Zoning Task Force and Planning Commission's review
process and suggested setting special meetings for the City Council's study of the draft
zoning code ordinance.
On motion by Councilman Morrison, seconded by Councilman Grable, Council continued this
Public Hearing to February 3, 1997 at 7:30 PM to provide more time for the City
Council's review of the draft zoning code ordinance.
City Clerk reported on bid opening held December 30, 1996 at 4:30 PM for surplus
firewood. The following bids were received:
Julie Brown $105.50
David L. Boltz $100.02
Richard Wolf $ 26.00
On motion by Councilman Morrison, seconded by Councilman Grable, Council accepted the
bidding and authorized award of the firewood located behind the City's South Shed, 2051
Sidney Avenue to the highest bidder, Julie Brown in the amount of $105.50.
On motion by Councilman Grable, seconded by Councilwoman Powers, Council approved the
consent agenda as follows:
a. Minutes of the following Council meetings:
(1) December 23, 1996 regular meeting
b. Approval of Claim Warrant Nos. 25,949-26,056 in the amount of $175,366.45
and December 1996 Payroll Warrant Nos. 126087-126279 in the amount of
$217,084.65.

On motion by Councilwoman Powers, seconded by Councilman Grable, Council authorized the
City Engineer to proceed with an environmental analysis of the soils around City Hall
at a cost of approximately $4,333.
On motion by Councilman Morrison, seconded by Councilman Grable, Council authorized the
Mayor to sign the Washington State Local Law Enforcement Block Grant Program Application
seeking funds to finance the purchase of new weapons for the Police Department.
On motion by Councilman Morrison, seconded by Councilman Van Zee, Council declared as
surplus and authorized the City Engineer to dispose of in the best interest of the City
the following items:
1) 1987 Chevrolet Caprice, VIN #1G1BL5161HA150181
2) 1981 Plymouth Van, VIN #2P5WB31T4BK268413
3) RCA portable communications radio
4) Two military 5KW generators and one trailer.
5) Two sets of drawing pens, Rapidographs
On motion by Councilman Morrison, seconded by Councilwoman Powers, Council authorized
a water connection agreement for property located at 1435 Dogwood Hill Road, contingent
upon property owners also entering into an Annexation Agreement.
On motion by Councilman Van Zee, seconded by Councilman Grable, Council authorized the
City Engineer to conclude negotiations with Norstar for the return and refund of a snow
plow and to further authorize the purchase of a Public Works Department 4-wheel drive
vehicle
On motion by Councilwoman Powers, seconded by Councilman Geiger, Council authorized the
City Engineer to proceed with the implementation of the 1996 Winter Storm Recovery Phase
as follows:
1) The City will accept the survey proposal from Muller and Associates to
survey the area of the Perry Avenue road failure.
2) The City will accept the soil testing proposal from General Testing for
the Perry Avenue road failure.
3) Authorization for the design and call for proposals for the repairs to
the Maple Street Water Main.
4) Authorization to repair the ceiling in the Fire Station restroom.
Mayor Weatherill and the City Council expressed great appreciation to the City of Port
Orchard staff for an outstanding response to the 1996 winter storm.
