Mayor Leslie J. Weatherill called the Port Orchard City Council to order for a Study Session
at 7:30 PM at City Hall; 216 Prospect Street.
Council members present: Clauson, Wyatt, Morrison, Geiger, Powers and Grable.
Staff present: City Engineer Curles and City Clerk Parks.
Mayor Weatherill announced the purpose of this Study Session is to discuss and better
understand the proposed Bethel Wye roundabout. The Mayor requested the Project Design
Engineer brief those present on status of project.
Perry Shea, of S. Chamberlain and Associates introduced design team member including State
DOT staff and reviewed the project design process. Mr. Shea illustrated the project with
a series of overheads, videos and display boards.
Mr. Shea outlined project objective which include safety, capacity, economy, environment
and aesthetic appearance of finished project.
At 8:35 P.M. Mayor Weatherill called for a short recess and subsequently reconvened meeting
at 8:50 P.M..
Mayor Weatherill requested input from adjacent property owners and concerned citizens who
were present.
Tom Myers owner of the Hi -Joy Bowl and his representatives, attorney Gary Chrey and Terry
Gibson a Traffic Engineer, proposed design revisions to 1) provide better access to the
bowling alley parking area; (2) relocate the utility pole which is located to the north of
the northwest corner of the bowling alley building; and (3) delete the bypass lane lying
directly north of the bowling alley parking area to allow reconfiguration of eastbound lane
of Mile Hill Drive and permit ingress(right hand turn) into the east end of the bowling
alley parking lot.
Bill Rill owner of Sunset Lane Cemetery reiterated his agreement "to not buck the project",
if a left turn ingress/egress was provided for access to the cemetery.
After considerable discussion, Perry Shea stated the Project Team will continue to work with
the abutting property owners seeking resolution of ingress/egress concerns
