03/26/1997 - Special - MinutesPort Orchard, Washington March 26, 1997 Council of the City of Port Orchard, Washington, was called to order in Special Session at 7:35 P.M. by Mayor Pro-tem Carolyn Powers. Meeting location - City Hall, 216 Prospect Street. Councilmembers present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable Staff present: City Engineer Curles, City Planner Gross and Deputy Clerk Hager. Mayor Pro-tem Powers reopened the Public Hearing explaining that this meeting is a continuation of the Public Hearing from March 12, 1997. The purpose of holding a series of Public Hearing meetings is to review and discuss the draft Zoning Ordinance. City Planner Gross confirmed the meeting dates for the next Draft Zoning Ordinance as follows: Wednesday, April 9, 1997, 7:30 P.M. Wednesday, April 16, 1997, 7:30 P.M. Wednesday, April 30, 1997, 7:30 P.M. City Planner Gross opened meeting with continued discussion on page 146-C, "Residential Land Uses Table" - *Mobile Home Parks. City Planner Gross discussed the standards and regulations which have been adopted by Kitsap County, the City of Bremerton and the City of Poulsbo concerning mobile homes and mobile home parks. Councilman Van Zee suggested a separate category be designated for manufactured, module and mobile homes as well as a separate definitions and design standards. Council directed City Planner Gross to check with the City Attorney to see if any legal challenges from other cities have occurred regarding the distinction between dwelling units and mobile homes. Council further directed City Planner Gross to redraft the mobile homes park section and pattern it after the City of Poulsbo's ordinance. The following changes were made to the "Residential Land Uses Table" as follows: Group Residences: Senior citizen assisted Community residential facility-CRF CRF - prisoner release Dormitory Accessory Uses: Residential living quarters > No Change > Add Special Use to Residential 4.5 units > No Change > No Change > Change Residential to Accessory living quarters. > Add Permitted uses in "Commercial - retail and Office" and Permitted in "Employment- industrial/office. March 26, 1997 Page Two of Two Home (cottage) industry > No Change Home occupation > City Planner Gross will review home occupancy permits and report back to the Council on possible amendments to allow for existing uses. Home profession > No Change Bed and Breakfast > City Planner Gross will pull definition from UBC for Council to review at next meeting. Change Permitted to Conditional in Green Belt Zone. Organization hotel/lodging home > Change definition on page 132 under Lodging House to match SIC 7041 definition. At 9:32 P.M.
