Weatherill. Meeting location - City Hall, 216 Prospect Street. Councilmembers present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable. Weatherill opened the Study Session regarding the Fire and Emergency Services Study for the City of Port Orchard. Attachment "A" - summary of key data. Randy Young, representing Henderson Young and Company, introduced himself and thanked Chief Snow and Chief Brown for their cooperation in the development of this study. Mr. Young stated this report represents only factual information and does not provide recommendations or suggestions concerning Port Orchard Fire Department and/or District No. 7. Mr. Young started his summary of the report with a brief chronological listing of past and present events. The following three issues were presented in the report and discussed as follows: First Issue: What would it take to upgrade the City to an Automatic Response Arrangement. Mr. Young discussed the state standards, specifically personnel, emergency response practices; (ISO) Fire Protection Ratings; property losses and costs associated with the implementation of the Automatic Response Arrangement. These issues were illustrated by a table summarizing key data comparing the City, District No. 7 and 11 other city fire departments. Second Issue: Fire Services contract with the City of Port Orchard and District No. 7 as proposed by District No. 7. Mr. Young outlined the contract and presented an analysis of the provisons and costs of the contract. Third Issue: City -owned Advance Life Support Services program vs. District No. 7 ALS Contract Extension. Mr. Young presented an outline indicating start-up costs, operating cost which include, capital equipments, personnel and other operational costs.
