Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J.
Weatherill at 7:30 P.M. at City Hall, 216 Prospect Street. Councilmembers present: Wyatt,
Geiger, Van Zee, and Grable. Councilmembers excused: Clauson, Morrison and Powers. Staff
present: Police Chief Mathews, Deputy Clerk Merlino, City Planner Gross, City Engineer Curies,
Fire Chief Snow, City Clerk Parks, and City Attorney Hanson.
City Planner Gross led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda. No response
was received.
City Engineer Curies reported on bid opening held August 21, 1997 at 4:30 PM regarding the
Geiger Road Watermain Project. Five bids were received with the required bid bond and
acknowledgement to Addendum No. 1.

On motion by Councilman Grable, seconded by Councilman Van Zee, Council awarded the
contract for the Geiger Road Watermain Project to Stan Palmer Construction, as the lowest bidder
in the amount of $81,238.00.
Howard Minor, 1400 Bay Street, requested permission to paint the Bay Street Marquee using a
cream and burgundy color scheme.
On motion by Councilman Geiger, seconded by Councilman Grable, Council authorized
downtown property and business owners to paint the Bay Street Marquee using a cream and
burgundy color scheme.
On motion by Councilman Grable, seconded by Councilman Wyatt, Council approved the
Consent Agenda items as follows:
a. Minutes of the following Council meeting:
(1) August 4, 1997 Study Session — draft Fire Protection Agreement
(2) August 6, 1997 Study Session — Zoning Code Ordinance
(3) August 11, 1997 regular City Council meeting
(4) August 18, 1997 Special Session — Resolution No. 1782
b. Approval of Claim Warrant Nos. 27316-27374 in the amount of $109,075.81.

C. Resolution No. 1783, parking resolution — modifying Sroufe Street on the south
side, from Sidney Avenue to Portland Avenue.
d. Resolution No. 1784 approving a variance for a 2-story professional office building
at 622 Dwight Street, D.J. and Linda Moen, applicants.
e. Resolution No. 1785 approving the issuance of a Special Use Permit to D.J. and
Linda Moen for property located at 622 Dwight Street. D.J. and Linda Moen,
applicants.
Resolution No. 1786 approving the issuance of a Special Use Permit to Paul
Buettgenbach for property located at 250 Bethel Avenue.
g. Resolution No. 1787 approving the issuance of a Special Use Permit to United
Methodist Church for property located at 725 Kitsap Street.
h. Ordinance No. 1687 amending zoning code ordinance by reclassifying 5.25 acres
- to allow a development of 3 retail office buildings on the west side of Bethel
Avenue near at 1400 block, Eileen J. Hansen, applicant.
City Planner Gross presented a request from Sprint Spectrum, L.P. to allow for a 180-day
extension of time for Special Use Permit (SUP-1072) to allow construction of a monopole at 2220
Pottery Avenue. Original request and approval dated December 23, 1996, Resolution No. 1759.
On motion by Councilman Van Zee, seconded by Councilman Grable, Council granted a 180-day
extension for Special Use Permit (SUP-1072) to allow construction of a monopole located at 2220
Pottery Avenue. Special Use Permit (SUP-1072) will expire on February 21, 1998, if construction
has not commenced by that date.
On motion by Councilman Geiger, seconded by Councilman Grable, Council authorized the
Mayor to sign the Utility Extension Agreement allowing property located at 512 Berry Lake Road,
Ed Quesnell, owner to connect to the City water system.
On motion by Councilman Geiger, seconded by Councilman Wyatt, Council authorized the City
Engineer to sign a Compliance Agreement for the fluoridation of city water as requested by the
Department of Health.
