10/27/1997 - Regular - MinutesPort Orchard, WA October 27, 1997 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 P.M. at City Hall, 216 Prospect Street. Councilmembers present: Wyatt, Clauson, Morrison, Geiger, Powers, Van Zee, and Grable. Staff present: Police Chief Mathews, Deputy Clerk Merlino, City Planner Gross, City Engineer Curies, Fire Chief Snow, City Clerk Parks, and City Attorneys Hanson and Ryan. Councilwoman Powers led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. No response was received. City Engineer Curies reported on bid opening held October 24, 1997 at 4:30 PM regarding the Perry Street repairs. One bid was received with the required bid bond. RV and Associates $107,074.70 ENGINEER ESTIMATE $ 59,703.75 City Engineer recommended Council reject the one bid received and request additional funding from FEMA for financing this project. On motion by Councilman Geiger, seconded by Councilman Grable, Council rejected the bidding for the Perry Street Repairs and requested City Engineer seek additional funding from FEMA for financing this project. On motion by Councilman Grable, seconded by Councilman Geiger, Council approved the Consent Agenda items as follows: a. Minutes of the following Council meeting: (1) October 8, 1997 zoning code meeting (2) October 13, 1997 Council meeting as revised (3) October 15, 1997 zoning code meeting b. Approval of Claim Warrant Nos. 27636-27711 in the amount of $122,419.82. C. Ordinance No. 1690 setting the amount of Property Taxes to be raised for the year 1998. On motion by Councilman Grable, seconded by Councilman Wyatt, Council requested staff review the animal control ordinance and also review the possibility of placing signs in city parks giving pet owners notice they are required to remove their animal waste. Mayor Weatherill appointed Councilmembers Geiger and Morrison with himself as an alternate to serve as City representation on the Review/Transition Committee for the implementation of the Fire Protection Agreement between Kitsap County Fire District No. 7 and the City. October 27, 1997 Page 2 of 2 On motion by Councilman Van Zee, seconded by Councilman Morrison, Council excused Councilman Wyatt from the November 10, 1997 Council meeting. Council Clauson reported on the 1996 State Auditors exit conference and expressed thanks and appreciation to the Finance Department and Police Department for a job well done during the 1996 audit of the finance records and the Police Department evidence room. On motion by Councilman Clauson, seconded by Councilman Grable, Council authorized Mayor Weatherill to sign Change Order No. 2 of the Culverts and Mains project in an increased amount of approximately $9,235.79. On motion by Councilwoman Powers, seconded by Councilman Grable, Council declared as surplus firewood stored at the City's South Shed, (2051 Sidney Avenue) and authorized the City Engineer to dispose of the firewood in the best interest of the City and also approved the City will deliver the firewood within 10 miles of the city limits to the successful bidder. On motion by Councilman Van Zee, seconded by Councilman Morrison, Council authorized the City Engineer to transfer federal funds from the Annapolis Walkway project to the Bethel Roundabout project in the approximate amount of $75,000.
