November 10, 1997
Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at
7:30 P.M. at City Hall, 215 Prospect Street. Council members present: Clauson, Wyatt, Morrison,
Geiger, Powers, Van Zee and Grable. Staff present: Police Chief Mathews, City Planner Gross, City
Engineer Curles, City Clerk Parks and City Attorney Hanson.
Councilman Grable led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda. No response was
received.
Mayor Weatherill presented the Good Neighbor Awards for the summer of 1997. The Residential
Category Award was accepted by recipients Wilbur and Virginia Benskin 812 Ada Street. The
Commercial Category was accepted by Mr. Bill Sleeth on behalf of Westsound Consultants, Inc., 217 Wilkins
Drive. These awards recognize the dedication of individuals and businesses that have exhibited a high
standard for the aesthetic quality of our community.
On motion by Councilman Grable, seconded by Councilman Geiger, Council unanimously approved the
Consent Agenda items as follows:
a. Minutes of the following Council meetings:
(1) October 27, 1997 regular meeting
(2) October 22, 1997 Zoning Code Meeting
Approval of Claim Warrants Number 27712-27801 in the amount of $98,572.17 and
November 1997 Payroll Warrants 128418-128507 in the amount of $314,538.50
City Clerk Parks reported the Kitsap County Boundary Review Board has held their Public Hearing on the
proposed Ross Point Annexation and after closing the input portion of the Public Hearing did pass a motion
approving the Petition for Annexation. It is anticipated that the Board will finalize their approval at their
November 20 meeting. This matter will be returned to the City for final consideration of the City Council at the
December 8, 1997 City Council meeting.
Councilman Morrison stated that the Fire Protection Agreement Transition Committee has met and the
transition is moving along comfortably.
Councilman Clauson, the City's representative on the SR16-Narrows Involvement Committee informed those
present that this committee has requested the City appoint an alternative representative to participate in the
event of his absence. Council members unanimously chose Councilman Warren Van Zee to serve as the
City's Alternate Representative on this Committee.
Councilman Clauson reported legislative action has made changes in the Commute Trip Reduction Act. This
will necessitate some revision to the Interlocal Agreement and the City's CTR Ordinance. Kitsap Transit staff
will be submitting draft -amended documents for Council consideration in the near future.
City Planner Gross presented staff report on a request from Mr. Jerry Clark and Mr. Rune Tvedt for an
extension of the Heron Ridge Preliminary Plat. After considerable discussion, Council requested staff
research effective date of the ordinance which approved this Preliminary Plat to determine whether Council
can legally consider this request.
Councilwoman Powers moved to approve a request submitted by the Vista Motel for a temporary directional
sign on Tremont Street contingent upon (1) owners of Vista Motel signing the City's standard directional sign
agreement and (2) placement location is subject to approval by the City Planner to assure this sign will not

block visual access to existing directional signs. Motion seconded by Councilmen Grable and Van Zee.
Motion approved with a vote of 5 ayes and 2 nos. Councilmen Wyatt and Morrison voting no.
On motion by Councilman Grable, seconded by Councilman Morrison, Council unanimously approved a
request submitted by Agnes (Vicky) Carman (on behalf of Habitat for Humanity) to place sandwich board type
signs on city property at the following major intersections Bay Street & Bethel, Bethel & Mile Hill Drive, and
Jackson & Mile Hill Drive to advertise their first Holiday Bazaar which will be held in the Westbay Shopping
Center on November 21, 22, and 23. Request is for placement of signs from date of approval until the
evening of November 23, 1997.
