Mayor Pro-tem Carolyn Powers called the Council of the City of Port Orchard, Washington, to order in
special session at 7:30 P.M. at City Hall, 216 Prospect Street
Council members present: Clauson, Wyatt, Morrison, Powers, and Grable.
Staff present: City Planner Gross, City Clerk Parks.
Mayor Pro-tem Powers reopened the Draft Zoning Ordinance Public Hearing which was continued from
November 19, 1997. The purpose of holding a series of continued meetings that constitute one public
hearing is to allow a detailed and thorough review and discussion on the Draft Zoning Ordinance. Public
input is invited and encouraged during discussions on the Draft Zoning Ordinance.
Councilmembers set goal to complete the Zoning Code review by February 1, 1998. They also agreed to
skip the scheduled December 17, 1997 Public Hearing session and confirmed the following dates for
continuation of the Draft Zoning Ordinance Public Hearing:
Wednesday, January 7, 1998 at 7:30 P.M.
Wednesday, January 14, 1998 at 7:30 P.M.
Wednesday, January 21, 1998 at 7:30 P.M.
Wednesday, January 28, 1998 at 7:30 P.M.
City Planner Gross summarized prior meeting discussion on Part D1 (Page 162) and proceeded to facilitate
continued discussion on Part D1.
Section 4: Measurement methods Ms. Gross presented proposed language for Section 4c. After lengthy
discussion on various mechanisms for measuring or determining building height Council members
concurred on the following language for D1 Subsection 4c.:
4c: Building height shall be measured to the roof drip line at any point around the
structure from the lowest point of finished grade, unless a fire protection plan is approved
by both the City Planner and the Fire Chief. (Table on Page 164-A — Building height: 33 —
all zones)
Buildings within the view protection district, as established by City Council Resolution
shall comply with the following height restriction:
Building heights shall be measured from the highest ridge line of the structure to the
elevation of the uphill property line. If the uphill property line is not level, the city shall use
the average elevation of the uphill property line for a basis of measurement. Variances to
this view protection height limit shall be reviewed by the City Council. (Table on Page
164-A -- Building height: 15 feet — all zones)
Section 6 Calculations — allowable dwelling units
In conjunction with Section 6 review definition of Site area — useable net (Page 57 (Section 247) was
amended to read:
The total site or lot ownership expressed in acres or square feet less sensitive environmental
features as these areas are defined elsewhere in this code (equal to gross useable site area) and
any required land setas;des OF dedications necessary to provide supporting roads, utilities, or other
supporting facilities or infrastructure. For the purposes of calculating potential residential
capacities, infrastructure requirements are generally estimated to be between 10 and 20 percent of

the gross useable site area for undeveloped land, and 0 to 10 and 20 percent of the gross useable
site area for undeveloped land, and 0 to 10 percent for lots within existing developed urban areas
such as the downtown district.
Section 6(a) revise as follows: 6a: The maximum allowed number of dwelling units shall be computed by
multiplying the gFess net useable site area (gross site area less sensitive environmental features and land
dedications) by the applicable residential density.
Section 6b: Discussion resulted in Council requesting this section be held until lot size is addressed.
Section 7 was revised as follows: Section 7 Calculations — grass net useable site area The area of a lot
which may be used in the calculation of allowed dwelling units or floor area shall be the gross site area less
sensitive environmental features and -dedications (equal to gross —useable site aFea) as these areas are
defined elsewhere in this code.
After continued discussion on "net useable site" Council directed staff to transpose Section 6 and Section
7.because they felt Net useable site would have to be defined before calculation of allowable dwelling units
could be addressed.
At 9:05 P.M. Mayor Pro-tem Powers declared the Public Hearing continued to 7:30 P.M. Wednesday,
January 7, 1998 at 7:30 P.M.
