02/07/1996 - Work Study - MinutesPort Orchard, Washington February 7, 1996 Council of the City of Port Orchard, Washington, called to order for Study Session by Mayor Protem John Clauson at 7:30 PM at City Hall, 216 Prospect Street. Mayor Weatherill joined Council during session. Council members present: Clauson, Wyatt, Powers and Geiger. City Staff present: City Engineer Curles, City Treasurer Miller, City Planner Gross, Police Chief Mathews, Municipal Court Judge Mittet and City Clerk Parks. City Engineer Curles reviewed City Hall design process, objectives and introduced Jim Brown of Art Anderson & Associates, design consultant for project. Mr. Brown gave overview of building size by department and stated that the building as designed utilizes 67% of the space as functional space, the average for most commercial buildings is 50-60%. Members of the design team briefed Council and staff on mechanical, plumbing, HVAC, electrical systems, security system, site elevations and building placement on site. Council Chamber design has been changed from a elliptical shape to faceted shape to reduce cost and improve acoustical quality of the chambers. Council directed architects to (1) raise Council table, which will necessitate installation of a lift to meet A.D.A requirements and to omit the cabinets located behind the Council table; research reasonable, economical equipment for presentations in the Council Chambers; submit alternate schemes for staff table and Council table. Mr. Brown explained that changes which were required to meet A.D.A requirement for stairwells pushed some of the building into the setback areas or out of the property boundaries (Prospect Street). Council members present concurred on footprint of the building as presented on the site plan and directed staff to commence various actions which will be required to construct the building. Mayor Protem Clauson directed Jim Brown to contact Larry Curles, City Engineer if any additional design revisions are suggested prior to incorporating them into the design drawings.
