03/20/1996 - Work Study - MinutesPort Orchard, Washington March 20, 1996 Council of the City of Port Orchard, Washington, and Kitsap County Fire District #7 Commissioners called to order for Special Joint Study Session at 7:00 PM at Port Orchard Fire Station No. 31, 200 Tremont Street, Port Orchard, Washington. Council members present: John Clauson, Rick Wyatt, Don Morrison, Robert Geiger, Warren Van Zee and Jack Grable. Mayor Weatherill was also present. District 7 Commissioners present: Dusty Wiley, Dennis Reid, Roger Wiley (Chair), Dave Gelsleichter, Paul Meeker and Darla Hartley. District 7 staff present: Fire Chief Mike Brown and Gary Faucett. City staff present: Fire Chief Joe Snow and City Clerk Patricia Parks. Councilman Morrison opened joint meeting relative to proposed "Cooperative Fire and Medical Services" with introduction of elected officials and extended appreciation to both Fire Chief's for their time and efforts in preparing tonight's presentation. District 7 Fire Chief Brown facilitated presentation which summarized the Joint Committee on Cooperative Fire and Medical Services process highlighting NFPA requirements; various aspects of fire growth vs. reflex time vs survival rates; training requirements; emergency operations standards/codes. Councilman Morrison called for 5 minute recess at 7:55 PM. After the Commission and Council were reconvened at 8:00 PM, Chief Brown continued second portion of presentation "Cooperative Service Recommendation". Material included information on cooperative emergency responses where j uri sdi cti on boundaries would cease to exist. Engines from the three (3) closest fire stations would respond to a first alarm incident. Responses to second or major disaster emergencies would be handled by the next closest available apparatus and a move -up process. The presentation also addressed that administrative functions would remain the responsibility of each Department. Impacts of a Cooperative Fire and Medical Service Partnership Agreement would include coordination of Emergency Communication Centers, standardization of training requirements and standardization of operation standards and codes. Projected initial up -front cost to the City would be approximately $200,000 citing the need for Port Orchard to establish three additional firefighter positions and replace the SCBA equipment. This would standardize air breating apparatus training and maintenance. District 7 does not anticipate any financial impact of the proposed service partnership. Councilman Morrison and Fire District 7 Commission Chair Roger Wiley requested Councilmembers and Commissioners review materials provided and submit their questions and/or comments to their respective Fire Chief. Both Fire Chiefs will disseminate questions/comments submitted and formulate informational response to the Joint Committee for further discussion. Meeting djourned at :50 PM.
