05/06/1996 - Work Study - MinutesPort Orchard, Washington May 6, 1996 Council of the City of Port Orchard, Washington, called to order for a Study Session by Mayor Leslie Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Council members present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable. Staff present: City Engineer Curles, City Planner Gross and Deputy Clerk Hager. Mayor Weatherill stated that the purpose of this Study Session is a meeting of the Zoning Task Force and City Council regarding the rewriting of the City of Port Orchard Zoning Ordinance. At the request of the Mayor Weatherill, City Planner Gross introduced the following members of the Zoning Task Force: Representing Residents: Robert Gallegos Norma Rowland Representing Businesses: Sandy O'Donnell John Keene Representing Planning Commission: Todd Cramer Tom Stansbery City Planner Gross introduced Tom Beckwith, consultant for the rewriting of the Zoning Ordinance. Mr. Beckwith discussed the style and layout of the zoning ordinance and noted the most significant change to the zoning ordinance is the use of graphs and tables as illustrations. Mr. Beckwith further discussed how the zoning ordinance will be organized into 4 major basic parts as follows: A) Administrative Mechanism, i.e., who is the appropriate person to speak with B) What the procedures are C) What are the allowable uses D) Performance issues, i.e., How the land is used. City -Planner Gross discussed Section C3: Permitted, Conditional and Special Use Tables. At this time City Planner Gross asked for discussion between the Task Force and the Council. Robert Gallegos asked for CounciI's comments on the graphs and charts, and if they were easy to read and understand. The Council unanimously agreed the graphs and charts were very easy to read and understand. Councilwoman Powers questioned the use of roller skating rinks. After some discussion it was approved to include skating rinks in the section designated Amusement/entertainment. There was also support for including the Miscellaneous Amusements (7999) portion of the Standard Industrial Classification Code in the use tables. May 6, 1996 Page Two of Two Mayor Weatherill called for a 5 minute recess with meeting reconvening at 8:45 PM. John Keene and Sandy O'Donnell both expressed their pleasure and desire with working on this task force and the personal knowledge they are gaining from this experience. Councilman Clauson questioned the procedure section of the ordinance and consistency wit the Comprehensive Plan. City Planner Gross advised staff is still working on this section, however the Council needs to be made aware this ordinance can be amended and revised anytime it becomes necessary. Consistency with the Comprehensive Plan has not yet been reviewed. The following items were discussed: use of Public Facility Zone and Residential Uses. At this time, City Planner Gross thanked everyone for coming to this meeting and advised the next Task Force meeting is scheduled for Wednesday, May 8, 1996. Meeting adjourned at 9:30 P.M.
