Council of the City of Port Orchard, Washington, called to order for a Study Session by
Mayor Leslie Weatherill at 7:30 PM at City Hall, 216 Prospect Street.
Council members present: Clauson, Wyatt, Morrison, Geiger, Van Zee and Grable.
Staff present: City Engineer Curles, City Planner Gross and Deputy Clerk Hager.
City Planner Gross opened meeting stating the purpose of this Study Session is to allow the
City Council and City Planning Commission to become familiar with what has been done and
ask questions regarding the rewriting of the City of Port Orchard Zoning Ordinance.
City Planner Gross introduced Tom Beckwith, consultant for the rewriting of the Zoning
Ordinance.
Mr. Beckwith discussed how the zoning ordinance will be organized into 4 major parts as
follows:
A) Administrative Mechanism, i.e., who is the appropriate person to speak with
B) What the procedures are
C) What are the allowable uses
D) Performance issues, i.e., How the land is used.
Mr. Beckwith further outlined the order in which the zoning ordinance will be revised.

What is nonconformance,

At this time City Planner Gross asked for discussion between Planning Commission and the
Council.
Councilman Morrison asked for clarification and discussion regarding conditional uses for
marinas on the waterfront.
City Planner Gross asked for comments on the general use and layout of the proposed zoning
ordinance.
Councilman Clauson commented the proposed ordinance was very easy to use.
Councilman Clauson requested discussion concerning joint uses between church parking lots
and transit park-n-rides.

Doug Eide, representing the public at large, recommended a Technical Review Committee review
the economics and feasibility of the different zoning districts and their impact and
consistency throughout the zoning ordinance.
Council and Planning Commission strongly agreed with Mr. Eide's suggestion for a Technical
Review Committee.
Councilman Geiger asked for discussion regarding the Nonconformance Section.
At this time, City Planner Gross thanked everyone for coming to this meeting and advised
the next Task Force meetings are scheduled for August 21st and 28th.
