08/26/1996 - Regular - MinutesPort Orchard, Washington August 26, 1996 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable. Staff present: Police Chief Mathews, Deputy Clerk Hager, City Planner Gross, City Engineer Curles, Fire Chief Snow, City Clerk Parks and City Attorney Hanson. Councilwoman Powers led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. No response was received. On motion by Councilman Grable, seconded by Councilman Van Zee, Council approved the consent agenda as follows: a. Minutes of the following Council meetings. (1) August 12, 1996 City Council meeting, with noted corrections. (2) August 19, 1996 study session b. Claim Warrants No. 25221-25287 in the amount of $121,806.05. c.. Ordinance No. 1658 approving vacation of a portion of right of way in the 200 block of Prospect Street and a portion of right of way in the 600 block of Bank Street, City of Port Orchard, petitioner. d. Ordinance No. 1659 relating to and providing for the annexation of territory to the City of Port Orchard commonly known as the Sidney/Sedgwick Annexation. Police Chief Mathews requested permission to accept a donation of approximately $1,500 from the Local Chapter of the Fraternal Order of Police for the McGruff Program and/or Crime Prevention Programs. On motion by Councilman Clauson, seconded by Councilman Morrison, Council authorized the Police Department to accept a donation of approximately $1,500 from the Local Chapter of the Fraternal Order of Police for the McGruff Program and/or Crime Prevention Programs. City Engineer presented a request from the owner of 510 Dekalb Street to replace trees located in the landscaping area at the corner of Bay Street and DeKalb Street with low growing shrubs. Mayor Weatherill referred request to the Public Property Committee for review and recommendation. On motion by Councilman Clauson, seconded by Councilman Van Zee, Council authorized the Mayor and City Clerk to sign Agreement with Kitsap County Sewer District No. 5 and Kuhn Construction, Inc. for the construction of a new flammable material storage facility at the Joint Wastewater Treatment Plant in the amount of $18,809.40. At 7:45 PM Mayor Weatherill adjourned Council into Executive Session for 15 minutes to discuss contract negotiations, the Executive Session was extended an additional 10 minutes. August 26, 1996 Page Two of Two Mayor Weatherill reconvened Council into regular session and immediately adjourned meeting at 8:1O PM.
