The Port Orchard City Council was called to order in regular session by Mayor Leslie
J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers present:
Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable. Staff present: Police
Chief Mathews, Deputy Clerk Hager, City Treasurer Tompkins, City Planner Gross, City
Engineer Curles, Fire Chief Snow, City Clerk Parks and City Attorney Hanson.
Councilman Clauson led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Jim Luebeck, 5484 SE North Street, addressed Council requesting the parking resolution
be revised to allow vehicles without boat trailers to park at the Port Orchard Boat
Launch. Mr. Luebeck received a parking ticket because his vehicle was parked at the
Port Orchard boat ramp without a boat trailer. He off loads his small aluminum boat from
the bed of his track. Mayor Weatherill assured Mr. Luebeck he will review the
situation.
On motion by Councilman Grable, seconded by Councilman Geiger, Council approved the
consent agenda as follows with discussion concerning item 3c. Proposed Resolution No.
1752 authorizing an interfund transfer loan for the Street Fund. Motion passed with
7 ayes and 0 nays.

Mayor Weatherill presented the 1996 Summer Good Neighbor Award. The Commercial Category
recipient is Jerry and Barbara Seitz from the Pot Belly Deli, for their business located
at 724 Bay Street. The Residential Category recipient is George and Celesta Curtis of
709 Kitsap Street. These awards are to recognize the contribution of individuals and
businesses who enhance the aesthetic quality of their neighborhood.
Elaine Croutea, Business Manager, Bremerton-Kitsap Health District, discussed proposed
Ordinance No. 1660 which provides for continuation of funding and operation of the
Health District. Ms. Croutea clarified the proposed ordinance has been submitted by
Kitsap County not the Health District and availed herself to answer questions from the
Council.
On motion by Councilman Van Zee, seconded by Councilman Grable, Council approved
Ordinance No. 1660 regarding the Bremerton-Kitsap County Health District and reaffirmed
the desires of the City to keep the Bremerton -Kitsap County Health District as a Health
District not a Kitsap County Department.
Lynn Williams 1581 Granada Place SE, addressed Council concerning storm water drainage
in the vicinity of 205 Bethel Avenue and requested the City repair or assist repair of
the deteriorated.pipe. City Engineer Curles reported that there is no record of the
City installing or maintaining the subject drainage pipe. Councilman Geiger offered
information on history of activity at this site and suggested Mr. Williams contact owner
of property.

Mayor Weatherill referred to letter from the Kiwanis Club donating $2,500 to the City
to help fund a new "Welcome to Port Orchard" sign to be located at the entrance to Port
Orchard on Bay Street coming from Gorst. Mayor Weatherill thanked the Kiwanis Club for
their generous donation.
On motion by Councilman Morrison, seconded by Councilman Grable, Council authorized the
City Engineer to negotiate a contract with Entranco Engineers for the design of the
repairs to Prospect Alley.
On motion by Councilman Morrison, seconded by Councilman Clauson, Council directed City
Staff to prepare an Ordinance to develop a city business license with an annual renewal
date of July 1 and the fees shall not exceed $25.00 per year. Motion passed with 6 ayes
and 1 nay. Councilman Geiger voting nay.
On motion by Councilman Grable, seconded by Councilman Geiger, Council excused
Councilman Clauson from the October 14, 1996 Council meeting.
On motion by Councilman Morrison, seconded by Councilman Clauson, Council approved
Entranco Engineers' participation in the City's Appeal Hearing before the Insurance Pool
Board on October 8, 1996 at a cost of approximately $2,500.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized City
Staff to start the annexation process of the Sedgwick Reservoir property.
On motion by Councilwoman Powers,. seconded by Councilman Grable, Council adopted
Resolution No. 1753 authorizing the Mayor to sign a petition requesting that the Kitsap
County Superior Court approve the "Agreement Regarding the Transfer of Assets and
Assumption of Obligations of Utility Local Improvement District No. 6 to the City of
Port Orchard".
Mayor Weatherill authorized City Staff to prepare an Ordinance which would allow the
City to -impound a vehicle if a persons owes more than $150 in parking tickets.
