Council of the City of Port Orchard, Washington, called to order for a Study Session by
Mayor Leslie Weatherill at 7:30 PM at City Hall, 216 Prospect Street.
Council members present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable.
Staff present: City Engineer Curles, City Treasurer Tompkins, Police Chief Mathews, City
Planner Gross and City Clerk Parks.
At the request of Mayor Weatherill, City Engineer Curles opened meeting stating the purpose
of this Study Session is to review the new City Hall facility. Mr. Curles outlined the
following points of interest, extensive public notice process to advertise this meeting (7
citizens were in attendance); WA State Dept. of Transportation is processing the City's
petition to vacate a portion of SR166 (Bay Street); and the Department of Agriculture loan
process is on track. It is anticipated bids specifications will be prepared for a call for
bid in late January/February 97 with the bid opening in March and construction commencing
spring of 1997 with completion in late 1998.
Jim Brown of Art Anderson & Assoc., summarized development of building design commending
city officials for their participation and dedication to provide the citizens with a
building which is cost efficient while retaining an architectural style that will establish
a community focal point.
Mr. Brown and project architect David Lewy reviewed interior and exterior colors and
materials projected for the building which they described as very traditional.
A short video depicting a simulated "fly -by" of the building was shown. Mr. Brown and Mr.
Lewy responded to questions and comments from Councilmembers and the audience.
Councilman Geiger stated that a citizen had sadly noted the visual familiarity of the
current City Hall would be missed when the new facility is built. It was suggested that
the City preserve the front entrance of the present City Hall for future use.
The Bay Street plaza fountain was discussed. The City's Risk Agency has expressed concern
that constructing a fountain with an 8' spray could result in over spray on to the adjacent
sidewalk area, creating potential slip and fall claims against the City. The architects
were tasked with finding a fountain design which will not pose a liability.
