11/25/1996 - Regular - Minutes, RevisedPort Orchard, Washington November 25, 1996 The Port Orchard City Council was called to order in regular session by Mayor Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee and Grable. Staff present: Police Chief Mathews, Deputy Clerk Hager, City Treasurer Tompkins, City Engineer Curles, Fire Chief Snow, City Clerk Parks and City Attorneys' Ann Hanson and Jim Ryan. Councilman Grable led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. No response received. Councilwoman Powers, Public Property Committee Chair, requested Old Business Item No. 4(a) be removed from the agenda, and noted this item will be discussed within Committee. (Request to replace trees located in the landscaping area at the corner of Bay Street and DeKalb with low growing shrubs.) On motion by Councilman Geiger, seconded by Councilman Morrison, Council allocated $5,000 from the 1996 Hotel/Motel Tax Revenues to the Visitor and Convention Bureau. Motion passed with 6 ayes. Councilman Clauson abstained from voting due to a conflict of interest. On motion by Councilman Grable, seconded by Councilwoman Powers, Council approved the - Consent Agenda with the noted correction as follows: a. Minutes of the November 12, 1996 City Council meeting b. Claim Warrants No. 25703-25785 in the amount of $132,982.72. C. Request for Council concurrence of Mayor Weatherill's appointment of Deborah Cummins to the Port Orchard Library Board effective January 1, �36 M V Councilman Geiger moved to purchase a 1992 van, from Kitsap Transit, in the approximate amount of $12, 250, plus tax'»d€;c to replace the Building Inspectors vehicle, seconded by Councilman Morr sonT—""""` Councilman Van Zee amended motion to purchase two vans from Kitsap Transit, out of the 1996 budget, seconded by Councilman Morrison and carried. Original motion, as amended, to pur ase out of the 1996 budget two vans in the approximate amount of $12,250 plus taaE' from Kitsap Transit, to replace the building inspector's vehicle and the remaining"vehicle to be used by the Public Works Department. Motion passed with 6 ayes. Councilman Clauson abstained from voting due to a conflict of interest. On motion by Councilman Geiger, seconded by Councilman Grable, Council declared the building inspector's vehicle (1987 Chevrolet Caprice, VIN #1G1BL5161HA150181), as surplus to the needs of the City and authorized the City Engineer to dispose of this vehicle in the best interest of the City. On motion by Councilman Clauson, seconded by Councilwoman Powers, Council excused Councilman Morrison from the December 9, 1996 Council meeting. On motion by Councilwoman Powers, seconded by Councilman Clauson, Council declared the firewood behind the City's South Shed (former Fire Station No. 2), 2051 Sidney Avenue as surplus and authorized the City Engineer to dispose of this firewood in the best interest of the City. November 25, 1996 Page Two of Two Mayor Weatherill adjourned Council into Executive Session for 5 minutes to discuss current litigation. Mayor Weatherill reconvened Council into regular session. On motion by Councilman Clauson, seconded by Councilman Geiger, Council moved to not appeal the court ruling regarding the Department of Natural Resource's annual lease amount increase, seconded by Councilman Geiger and carried.
