Council of the City of Port Orchard, Washington, called to regular session by Mayor
Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers
present: Clauson, Morrison, Geiger, Powers, Van Zee and Grable. Councilman Childress
excused. Staff present: Police Chief Mathews, City Planner Brown, City Engineer
Curles, Hire Chief Snow, Deputy City Clerk Hager, and City Attorney McCluskey.
Councilman Geiger led the audience and Council -in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda. No
response was received.
On motion by Councilman Grable, seconded by Councilman Van Zee, Council unanimously
approved the consent agenda as follows:
a. Minutes of the following Council meeting:
(1) December 27, 1994 regular meeting
b. Payment vouchers as follows: Claims Warrant No. 21800-21913 in the
amount of $234,130.43 and December, 1994 Payroll Warrant No. 121198-
121446 in the amount of $266,314.58.
Bill Zupancic, Kitsap County, discussed the proposed plan to widen Beach Drive between
Manchester State Park and Annapolis. This plan is referred to as the "Beach Drive
Trail" which includes a walking and biking path. Mr. Zupancic asked for a letter of
support and endorsement from the City of Port Orchard for the enhancement application
which will be submitted to the Puget Sound Regional Council.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized
a letter of support for the enhancement application endorsing the "Beach Drive Trail"
to be submitted to the Puget Sound Regional Council.
On motion by Councilman Morrison, seconded by Councilman Clauson, Council excused
Councilwoman Powers from the January 23, 1995 City Council meeting.
On motion by Councilman Clauson, seconded by Councilman Van Zee, Council authorized the
Mayor to sign the Addendum to the Kitsap County/City of Port Orchard Prisoner Housing
Contract for 1995 increasing incarceration daily fee to $50.
City Planner Brown requested the Council's opinion on Kitsap County's Comprehensive
Plan, in light of the time limitations for an appeal process.
After some discussion, Mayor Weatherill placed the review of Kitsap County's
Comprehensive Plan into the Growth Management Committee.
On motion by Councilman Van Zee, seconded by Councilmen Clauson and Morrison, Council
approved the City Engineer's recommendation and accepted the Mitchell Avenue
Reconstruction Project as completed and authorized the Mayor to sign the final Change
Order #3 in the amount of $1,740.84.
