Council of the City of Port Orchard, Washington, called to regular session by Mayor
Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers
present: Clauson, Childress, Morrison, Geiger, Van Zee and Grable. Councilwoman Powers
excused. Staff present: Police Sergeant Loflin, City Planner Brown, City Engineer
Curles, Deputy Clerk Hager, City Clerk Parks and City Attorney McCluskey.
Councilman Van Zee led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Jerry Arnold addressed Council regarding the request by Howard Minor to lease 1/2 acre
at the City's Old Clifton Road property. City Engineer Curles advised Mr. Arnold this
item is being reviewed by the Public Property Committee.
On motion by Councilman Grable, seconded by Councilman Geiger, Council unanimously
approved the consent agenda as follows, with an added notation on Farmers Market
Application for Public Event.
(a) Minutes of the following Council meeting:
(1) March 27, 1995 regular meeting, with the following correction,
page two, paragraph 11, Motion failed with 7 v e
(2) March 28, 1995 Special Study Session - tour of City
(3) April 3, 1995 Special Study Session
(b) Payment vouchers as follows: Claims Warrant No. 22351-22460 in the
amount of $72,071.73 and March 1995 Payroll Warrant No. 121813-121994
in the amount of $178,839.07.
(c) Resolution No. 1698 issuance of a Special Use Permit to American Legion
Post #30 to allow the conversion of a public works garage and storage
yard into a new American Legion Hall.
(d) Application for Public Events - Farmers Market - April 29, 1995 through
October 28, 1995 that with requirement parking Iot be set up in a
manner which guarantees unrestricted ingress/egress to the Marina Park
area. It is the responsibility of the market operators for putting
barriers up, keeping them up while the market is open and taking them
down after the market closes. Failure to keep access to the Marina
Park open will result in lass of the use of the spaces along the
Boardwalk.
(e) Application for Public Events - Cruz-N-Country Street Fair - August 5-
5, 1995.
(f) Mayor's appointment of Todd Cramer to fill Planning Commission position
vacated by Wayne Ablitt (term ends December 31, 1997).
Craig Stone, Washington State Department of Transportation, Office of Urban Mobility,
spoke to Council regarding the development of the local transportation network and
specifically what the City of Port Orchard and Kitsap County area can look forward to
in the future.

Louis Fatrusso, President South Kitsap Western Little League requested a continuation
of their lease with the city for an additional 5 years as per lease agreement.
On motion by Councilman Clauson, seconded by Councilman Grable, Council moved to renew
the lease with South Kitsap Western Little League for an additional 5 years, to expire
on April 30, 2000.
Robert Showers, Vice President, South Kitsap Western Little League, requested the use
of Van Zee Park for baseball practice from March 15-June 12, 1995 with the league
providing their own insurance coverage.
After much discussion on current policy prohibiting use of Van Zee Park for organized
sports, Mayor Weatherill placed this matter into the Parks Committee for further review.
City Planner Brown presented a listing of potential nominees for the Citizen Recognition
Awards to be presented in the spring of 1995. Ms. Brown requested each Councilmember
select two from the list of nominees and return to her for final selection by the Public
Property Committee.
On motion by Councilman Van Zee, seconded by Councilman Grable, Council authorized the
City Engineer to allow a re -allocation of a portion of the City's Urban Forestry Grant
to the City of Tacoma by the Department of Natural Resources.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized the
Mayor to sign a "Consent of Use Agreement" with Puget Power to run a city watermain from
the Sedgewick Reservoir site to Geiger Road.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized the
Mayor to sign an easement with U.S. West to run telephone lines across City properties
adjacent to Tremont Street.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council authorized
Mayor Weatherill to sign Letter of Intent for the City of Port Orchard to participate
in an Interlocal Agreement for the Mobile Data Terminal System Computer Aided Dispatch
System Project.
City Attorney discussed filing an appeal to the Central Puget Sound Growth Management
Hearings Board in regards to the Kitsap County's Comprehensive Plan. The Council
requested further information.
Mayor Weatherill adjourned meeting at 9:00 PM.
