08/01/1995 - Work Study - MinutesPort Orchard, Washington August 1, 1995 Council of the City of Port Orchard, Washington, called to order for a Special Study Session by Mayor Leslie Weatherill at 7:30 PM at City Hall, 216 Prospect Street. The purpose of this Study Session is to review and discuss preliminary City Hall design and departmental space allocations. Council members present: Clauson, Morrison, Geiger, Powers, Van Zee and Grable. Councilman Childress absent. City Staff present: Asst. City Treasurer Haarstad, Police Chief Mathews, City Engineer Curles, Fire Chief Snow, Municipal Court Judge Mittet and City Clerk Parks. City Engineer Curles introduced David Lewy and Jim Brown, Project -Architects from Art Anderson & Associates, who reviewed general departmental concepts. Discussion included, but was not limited to, Municipal Court security and access issues; building expansion capabilities (with goal to design building which will meet the City's needs for approximately 50 years); space allocations for all departments; proposed decrease in square footage of Police Department evidence room and deletion of sally port area; Council Chambers not adequate, should have capability to provide for overflow attendance; Mayor's office should be closer to Administrative area entrance to provide easier access by public; and, relocation of staff lunch/break room. Mayor Weatherill recommended returning space deleted from Police Department Evidence Room and also relocating the lunch/break room to the Bay Street level to serve all city staff. After reviewing floor space allocations, Council directed the architects to submit three design alternatives for a new city hall building which should not exceed 21,500 square feet. Council members further requested that consideration be given to the following: 1. Increase the size of the evidence room from 500 to 750 square feet. 2. Relocate staff lunch/break room to the first floor and also provide easy access for police who are on duty and must be capable of responding to public safety situations. 3. Need additional review of proposed Council Chambers. 4. The Mayor's office needs easy, yet controlled, access by the public.
