08/14/1995 - Regular - MinutesPort Orchard, Washington August 14, 1995 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers present: Clauson, Childress, Morrison, Geiger, Powers, Van Zee and Grable. Staff present: Police Chief Mathews, Deputy Clerk Hager, City Planner Brown, City Engineer Curles, Fire Chief Snow, City Clerk Parks and City Attorney McCiuskey. Councilman Clauson led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. Ron Rada, representing Kiwanis Club of Port Orchard, asked for City's sponsorship along with the Chamber of Commerce and other service organizations to help in placing two additional "Welcome to Port Orchard" signs in Port Orchard. Prospective locations are Bay Street near Gorst and the Sedgwick Interchange. Mr. Rada advised more information will be submitted in the future. Barbara Seitz, 724 Bay Street, invited Council and the Mayor to participate with the downtown merchants on Sunday August 27, 1995 for a Bay Street Sidewalk Clean -Up Day, starting at 8:00 am. On motion by Councilman Grable, seconded by Councilman Morrison, Council approved the consent agenda as follows: (a) Minutes of the following Council meetings: (1) July 24, 1995 regular meeting (2) August 1, 1995 Special Study Session (b) Payment vouchers as follows: Claims Warrant No. 23010-23113 in the amount of $225,206.71 and July 1995 Payroll Warrant No. 122625-122815 in the amount of $183,000.97. (c) Ordinance No. 1636 adopting the 1994 Uniform Building Code with fees and modifications, and repeals Ordinance No. 1555. (d) Ordinance No. 1637 adopting the 1994 Washington State Energy Code and the Washington State Ventilation and indoor Air Quality Code and repealing Ordinance No. 1571 the Northwest Energy Code. (e) Ordinance No. 1638 adopting the 1994 Uniform Fire Code and repealing Ordinance No. 1557. (f) Resolution No. 1703 repealing Resolution No. 1684 and establishing regulations and fees related to parking, stopping or standing in certain areas of the City. (g) Resolution No. 1704 supporting the Economic Development Council of Kitsap County with the campaign to keep the U.S.S. Missouri in Kitsap County, specifically on the Bremerton waterfront. (h) Resolution No. 1705 adopting a policy regarding Use of Private Vehicles for Responding to Police Situations while "Off Duty". (i) Authorized Mayor to sign Intergovernmental Cooperative Purchasing Agreement with State of Washington to purchase through State Contracts. August 14, 1995 Page 2 of 3 Superior Court Judge Leonard Kruse spoke to Council regarding the need for the expansion of the Juvenile Detention Facility. Harold Delia, Director of Youth Services for the Juvenile Detention Facility, narrated slide presentation depicting the many limitations OF services the juvenile detention facility is experiencing and the need for expansion. Robert Baglio, Kitsap County Project Manager, discussed the design of the 100 bed facility which is being presented on the September 1995 levy ballot. Mayor Weatherill and Council thanked Harold Delia and Robert Baglio for their presentation on the Juvenile Detention Facility future expansion project. Jeff Peacock, Parametrix, presented a scale model of the Sinclair Waterfront Project which is proposed on the Bremerton Waterfront and gave a brief overview of the project elements. Randy McGreal, Project Manager and Craig Norsen, Corporate Officer of Fletcher -Wright, discussed the financing and Memorandum of Understandings each sponsorship has signed for the proposed Sinclair Landing Project. Mayor Weatherill called for a 10 minute recess with meeting reconvening at 9:00 PM. Mayor Weatherill requested the City Engineer prepare a Block Grant Application to fund a study and design of a revitalization plan of the downtown waterfront area. On motion by Councilwoman Powers, seconded by Councilman Clauson, Council authorized the City Engineer to submit a Block Grant application for a Comprehensive Plan to revitalize the downtown Port Orchard area. Jud Turner, Fathoms 0' Fun Directors, thanked the City and each Department Head for their help during the 1995 Fathoms 0' Fun Festival. Mr. Turner further requested relief from the special police services and carnival license fees. Mayor Weatherill placed this matter into the Finance Committee for further study. At approximately 9:30 PM Mayor Weatherill opened Public Hearing (scheduled for 7:35) ,C� regarding a Substantial Development Permit and Conditional Use Permit for the Annapolis/�S­C,ee� Pedestrian Walkway, as submitted by the City of Port Orchard Public Works Department. City Planner Brown gave staff report nd briefed Councilmembers on the plans and specification of the proposed Annapolis/_Pedestrian Walkway. -ryLct�„ Mayor Weatherill called for public input from those either for or against this Substantial Development Permit and Conditional Use Permit. Jud Turner, 5230 SE Long Lake Rd., supported approval of the project and expressed concern for the potential danger of having no shoulder or railing on this portion of Bay Street, Mayor Weatherill called for further public input from those either for or against this Substantial Development Permit and Conditional Use Permit. As no response was received Mayor Weatherill closed the Public Input portion of this public hearing and referred matter to Council for their consideration.
