Mayor Leslie Weatherill opened 1995 City Council Retreat at 8:30 AM at Fire Station #31,
200 Tremont Street.
Councilmembers present: Clauson, Van Zee, Powers, Geiger and Grable. Staff Present:
Engineer Curles, City Treasurer Miller, Police Chief Mathews, Fire Chief Snow, Municipal
Court Judge Mittet, City Planner Gross and City Clerk Parks.
The topic for this annual retreat is "Port Orchard and the Eventual Urban Area".
Presentations were given in the morning by Darla Hartly, Fire District No. 7 Commissioner;
South Kitsap School District #402 Superintendent Bill Lahmann; Bill Hahn of PUD #1; Ron
Perkerewicz of Kitsap County Community Development Department; and Phyllis Meyers,
Environmental Manager of the Suquamish Tribe.
Each speaker outlined their entity's purpose and relationship to the City of Port Orchard.
Discussion addressed current growth patterns around the City and how this growth is
anticipated to affect the City and neighboring jurisdictions.
After all the City staff members, except the City Engineer, were excused at approximately
2:00 PM the Council remained to discuss various items as related in the attached memo dated
November 6 (from the City Engineer to the staff).
Meeting continued until about 4:00 PM.

RE: City Council Retreat
After the City staff left, the Council remained to discuss various
items. The meeting continued until about 4 PM.
The topics discussed were:
1. The City needs to maintain its leadership in the downtown
area. Although the revitalization grant was not funded, the
Council needs to encourage improvement in this area. One
concept was to prepare a formal plan. However, physical
improvments are also needed. The buildings should be
upgraded, such as repairing the second story windows. Also
many buildings still need to make the waterfront side more
attractive. A major improvement in which the City can show
leadership is the repair of the sidewalks. For various
reasons, this work will be more expensive than residential
sidewalks. Help will be needed in finding a material that can
be retrofitted along the walkway.
2. There was a general discussion on consolidation of government
services. Consolidating park resources has potential.
Apparently the Port Orchard and Bremerton Fire Chiefs are
going to talk together about interdepartment cooperation.
3. There was discussion about the City Hall project, which
included the cost of the project and design fees. The timing
of the School District's levy was noted. This will impact the
City's bond issue.
4. Downtown development was discussed. The Finance Committee
will meet with the Port of Bremerton to continue discussions
about their downtown investments. The continued vacancy of
the Westbay Center was noted with concern. The Council would
like to see this property developed.
5. The Retreat was well received and considered worthwhile. The
Council considered the talks enlightening and felt it would
help the City to avoid being parochial.
