Council of the City of Port Orchard, Washington, called to order for a Special Study Session
by Mayor Leslie Weatherill at 7:30 PM at City Hall, 216 Prospect Street.
Council members present: Clauson, Morrison, Geiger, Powers and Grable.
City staff present: City Treasurer Miller, Asst. City Treasurer Haarstad, Police Chief
Mathews, City Engineer Curles, City Planner Gross, Fire Chief Snow, Municipal Court Judge
Mittet and City Clerk Parks.
Mayor Weatherill stated that the purpose of this Study Session is to be the first of three
public meetings to present and discuss city hall design concepts.
City Engineer Curles briefly reviewed planning and design process used by the architects
and City Hall Committee to develop the plans which will be presented. Mr. Curles introduced
Jim Brown of Art Anderson and Associates.
Jim Brown introduced David Lewey and Brian Anthony of the project team. He reviewed the
Project Mission Statement, Statement of Design Intent and the Project Design Goals and
Objectives.
David Lewey, Project Architect, narrated presentation of three proposed plans describing
space utilization on each floor and exterior renderings. Plan "A" is a rectangular building
with approximately 22,300 square feet. Plan "B" is a modified "L" with approximately 23,500
square feet and Plan "C" is rectangular building approximately 22,200 square feet situated
on the site on an angle.
Councilmembers, architectural team, citizens present and staff discussed various design
aspects of Plan "A" and "B". Plan "C" had been removed from consideration.
After lengthy discussion on space utilization, security, lighting, projected "life"
anticipated for the new building, Mayor Weatherill called for a show of hands from those
present to indicate wh,�ch design is preferred. Plan "B" was clearly endorsed by the
approximately 30 citizens, elected officials and staff present as the most favored design.
