Mayor Protem John Clauson called the Port Orchard City Council to order in Special
Session at 8:05 PM. Joining Councilman Clauson in this special session were council
members Robert Geiger, Warren Van Zee and Jack Grable. (Councilman Don Morrison joined
at 8:23 PM. Staff present: City Planner Donna Brown, City Engineer Lawrence Curles
and City Clerk Patricia Parks
Mayor Protem Clauson reopened continued Public Hearing relative to consideration of the
Draft Comprehensive Plan. (Continued from April 7, 1994 Council meeting).
City Planner Brown reviewed Comprehensive Plan elements discussed at prior Public
Hearing sessions. Information on densities proposed in Draft Comprehensive Plans for
Bainbridge Island, Bremerton, Poulsbo and Kitsap Co. was submitted as requested on April
7, 1994.
During discussion of proposed Preferred Land Use designations, on page 18, Council
requested last sentence of 4) Commercial: Central Business District be amended to read,"
Dwelling units may be stacked on upper floors as designated within the zoning
ordinance.".
Councilman Geiger questioned need to control commercial zoning to preclude the
abandonment of existing commercial units to build new structures. Council recognized
need to stimulate base economy and providing for industrial space.
Council concurred on Vision Statement with the following revisions:
Amend fifth supporting statement (page 3) to read: Promotes and encourages
attractively designed commercial and residential areas, which by their design

Concur with Planning Commission revision of 14th supporting statement as follows:
Reaffirms and demonstrates ar teleranee `ap e r < a new ideas and
celebrates its varied cultural"and ethnic diversity: "'......
Ms. Brown highlighted optional Vision Element -- Goals and Policies with caution to
Council that if adopted Vision Goals and Policies would carry same weight in
considerations as other mandatory elements of the Comprehensive Plan.
During discussion of proposed Vision Goals and Policies, Councilman Morrison questioned
meaning of "enhanced" in context of third supporting statement - fourth Goal. Council
requested verbiage be amended to read "The City shall protect and preserve natural
systems and ensure new developments mitigate their impacts to the natural environment.
On Motion by Councilman Morrison, seconded by Councilman Grable, Council continued Draft
Comprehensive Plan Public Hearing until 7:30 PM April 27, 1994.
