Mayor Protem John Clauson called the Port Orchard City Council to order in Special
Session at 7:30 PM. Joining Councilman Clauson in this special session were Council
members Jack Grable, Warren Van Zee, Carolyn Powers, Robert Geiger and Don Morrison.
Staff present: City Engineer Larry Curles, City Planner Donna Brown and Deputy Clerk
Michelle Hager.
Mayor Protem Clauson reopened continued Public Hearing relative to consideration of the
Draft Comprehensive Plan. (Continued from July 6, 1994 Special Council Session).
City Planner Brown opened discussion on City's Preferred Land Use Designations.
Council expressed concern with a potential increase in apartment complexes being
developed in the City with the High Density Residential designation.
Council concurred with changing the designation on the Comprehensive Plan Map for the
Lundberg R.V. Park (2676 Harold Drive) from the present designation of Green Belt to
Public and Community Space.
Council discussed changing the designation on the Comprehensive Plan Map for the area
behind K-Mart (north of Orlando Street and east of Olney Avenue) from Commercial to High
Density Residential. Discussion ended with a split no decision made, at this time.
Councilman Geiger recommended the City Planner try and simplify the map designation by
establishing only three types of land use designations. City Planner advised Councilman
Geiger she will review suggestion.
Dave Simpson, 360 Sunset W. questioned the comparisons between the rezone map and the
Comprehensive Map.
At this portion of the meeting, the City Planner asked the Council and audience to step
forward and inspect the maps closely for any further changes to the Draft Comprehensive
Plan Map.
Council concurred with leaving the area west of Olney Avenue as Commercial.
Councilman Van Zee questioned the designation of the (500-600) block south of Dwight
Street and East of Cline Avenue. City Planner Brown will review present designation.
Council concurred with keeping the designation on the Comprehensive Plan Map as High
Density Residential for the area north of Kendall Street; south of South Street; east
of West Street (and alley); and west of Flower Avenue.
On motion by Councilman Clauson, seconded by Councilman Grable, Council continued Draft
Comprehensive Plan Public Hearing until 7:30 PM, August 3, 1994.
