Council of the City of Port Orchard, Washington, called to regular session by
Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Clauson,
Childress, Morrison, Powers, Geiger and Grable. Staff present: Assistant City
Attorney Jeffery Goodwin, Police Sergeant Duncan, Fire Chief Snow, Deputy
Clerk Hager and City Clerk Hower. Councilman Smith excused.
Fire Chief Snow led the audience and Council in the Pledge of Allegiance.
On motion by Councilwoman Powers, seconded by Councilman Grable, Council
excused Councilman Smith from this Council meeting, due to an illness.
On motion by Councilman Grable, seconded by Councilman Clauson, Council
unanimously approved the consent agenda items as follows:
3.a Approval of the January 11, 1993 Council meeting minutes.
3.b. Approval of payment vouchers as follows: Claims Warrant No.
18203-18277 in the amount of $225,207.83.
Mayor Weatherill presented the proposed Commute Trip Reduction Ordinance,
sponsored by Councilman Morrison for Council consideration.
Councilman Clauson asked if anyone from Council or audience had any
objection to him participating in Council discussion and voting on the
proposed Commute Trip Reduction Plan. Mr. Clauson is an employee of Kitsap
Transit. As no objection was received Mr. Clauson remained at the Council
table for discussion.
Bob Ferguson, Kitsap Transit, requested Council approve the proposed
ordinance adopting the Commute Trip Reduction Plan.
On motion by Councilman Morrison, seconded by Councilwoman Powers, Council
approved Ordinance No. 1569 adopting the Commute Trip Reduction Plan.
After adoption of the Commute Trip Reduction Plan, Bob Ferguson, Kitsap
Transit, presented a check to the City in the amount of $15,000, as a grant to
assist in funding the following Commute Trip Reduction Plan elements:
1. The City shall review all of its local parking policies and
ordinances as they relate to employers and major worksites and
make any revisions necessary to comply with the City's Commute
Trip Reduction Ordinance;
2. The City shall review its capital facilities and transportation
elements of its Comprehensive Plan for compliance with the
Commute Trip Reduction policies and regulations. These
Comprehensive Plan elements shall be revised to include Commute
Trip Reduction policies and goals; and

3. The City shall develop and submit to the State Commute Trip
Reduction Task Force, a Commute Trip Reduction Program for City
employees designed to meet the Commute .Trip Reduction Goals as
outlined in the City's Commute Trip Reduction Ordinance. This
Commute Trip Reduction Program shall be submitted within six (6)
months after the adoption of the City's Commute Trip Reduction
Ordinance.
Mayor Weatherill placed into the Street/Alley Committee for further review and
recommendation the Application for Public Event submitted by the Port
Orchard/Bay Street Association for the Country Street Fair on August 1, 1993.
Teddy Bernier, President of the Downtown Merchants Association requested
Councils attention and promptness in the decision to allow the Country Street
Fair on August 1, 1993.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
approved the application for Public Event submitted by VWF 4th District for
the Loyalty Day Celebration and Parade on May 1, 1993.
On motion by Councilman Clauson, seconded by Councilman Geiger, Council
adopted Ordinance No. 1570 establishing a Civil Service Commission to serve
Police and Fire Personnel as provided by RCW 41.08 and RCW 41.12 and also
repealing Ordinance No. 1309 and 736.
Councilman Geiger presented a plaque and metal medallion which he had
accepted, on behalf of the City, from the students representing the "Smile"
Dance Troupe of Novosibirsk, Siberia.
On motion by Councilwoman Powers, seconded by Councilman Geiger, the City
Council moved and nominated Councilman Clauson as Mayor Protem for the year
1993.
Mayor Weatherill adjourned regular meeting at 8:01 P.M.
