February 8, 1993
Council of the City of Port Orchard, Washington, called to regular session at 7:30 PM by
Mayor Leslie Weatherill. Councilmembers present: Clauson, Morrison, Geiger, Smith, Powers
and Grable. Councilman Childress excused. Staff present: Police Chief Mathews, Deputy
Clerk Hager, City Engineer Curles, Fire Chief Snow, City Attorney McCluskey, and City Clerk
Hower. Councilman Childress excused (see motion page four).
Councilman Smith led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Smith, Council unanimously
approved the consent agenda items as follows:
3.a.(1) Approval of the January 25, 1993 Council meeting minutes.
3.b. Approval of payment vouchers as follows: Claims Warrant No. 18278 -
18342 in the amount of $64,304.48 and January 1993 Payroll Warrant
No. 116899 - 117052 in the amount of $154,135.77.
3.c Approval for Mayor Weatherill to sign Fire Department emergency
vehicle license application.
Mayor Weatherill presented letter from Port Orchard AA requesting that their group be granted
permission to maintain a set of keys to the Active Club Building to alleviate the requirement of
picking up the key prior to each meeting. After discussion by AA representative,
Councilmembers and staff, Councilman Clauson moved, seconded by Councilmembers
Powers and Morrison, to deny request by the Port Orchard AA for a permanent key to the
Active Club Building. Motion to deny request was unanimously approved.
At 7:35 PM Mayor Weatherill opened Public Hearing regarding Petition to Vacate a portion of
Grant Street as submitted by Kevin Tweten, et al. LEGAL DESCRIPTION: The North 133.5
feet of the South 388.5 feet of that portion of Grant Avenue North of First Street as per the Plat
of Sroufe's Addition to Sidney as per Plat recorded in Volume 1 of Plats, Page 26, Records of
Kitsap County, Washington; situate in IGtsap County, Washington.
Steve Dixon, attorney representing petitioner, spoke concerning the proposed vacation and
gave a brief description of the surrounding area.
Frank Tweten, Petitioner, identified subject property on map and urged approval of petition.
Alice Baer, adjacent property owner, requested an easement allowing access to her property
be required as a condition of approval, if approval is granted.
On motion by Councilman Morrison, seconded by Councilman Smith, Council continued the
Public Hearing to February 22, 1993 at 8:00 PM and asked the Street/Alley Committee and
City Attorney to review the proposed street vacation and concerns expressed by adjacent
property owner.

Mayor Weatherill opened the 7:45 PM Public Hearing concerning applications for amendments
to the comprehensive plan and for zone reclassification for property located in the 400 block
of Tremont Street West; east of SR 16, between Tremont Street and Pottery Avenue.
Proponents are seeking a change from Residential Low to a combination of Commercial
General and Multiple Family 20. The applicant is N.L. Olson and Associates representing the
South Kitsap Health Care Campus. LEGAL DESCRIPTION: Attachment "A"
Dave Gitch, executive officer of Harrison Memorial Hospital, discussed the need for a medical
facility in the South Ktsap Area.
Norm Olson, developer of the proposed project, outlined the development schedule and
assured Council that the proponents accept the conditions recommended by the Planning
Commission.
Mayor Weatherill called for input either for or against the proposed amendments to the
comprehensive land use plan and zone reclassification of property located in the 400 block of
Tremont Street West; east of SR 16, between Tremont Street and Pottery Avenue.
Lyle Boyd, 376 Sunset lane W, spoke in favor of the hospital, but voiced concern with the
proposed bank, service station and restaurant. Mr. Boyd suggested the hospital site be
constructed first then develop the commercial businesses.
Vern Bjorkheim, 344 Sunset Lane, spoke in favor of the hospital, but also objected to
commercial development and increase traffic on Tremont Street.
Helen Haven -Saunders opposed commercial development along Tremont Street.
Richard Hall, 1391 Cedar Canyon Place, spoke in favor of the hospital project and also
reiterated same concerns as previous speakers regarding commercial development.
Arnie Norem, real estate agent and member of the Harrison Hospital Board, spoke in favor of
the entire project and stressed the need for the "Planned Unit Development" approach to the
health care campus in Port Orchard.
Richard Brown, local real estate agent, also emphasized the need for this project to be a
"Planned Unit Development" and the importance of a health care campus with accessory
facilities to the South Kiltsap area.
Dave Simpson, 362 Sunset Lane, spoke in favor of the hospital, but objected to commercial
general zoning placed next to residential low zoning.
Howard Minor, member of Planning Commission, stated the Council must remember that they
represent all the citizens of Port orchard and not just a few property owners when considering
the merits of any proposal.

William Palmer, land use planner, urged Council to approve project as site plan specific.
Hal Wennerberg, 1529 Pottery Avenue, spoke in opposition to the hospital project, noting
another medical facility is not needed, Group Health is located in the same area.
Mark Dorsey, Professional Engineer with Norm Olson & Associates, stated there is a need for
service stations in South Kitsap and the project will be controlled by architectural standards
and will be visually attractive.
Mayor Weatherill called for additional input either for or against the proposed project. As no
further response was received, Mayor Weatherill closed the public input portion of the hearing
and referred matter to Council for consideration.
On motion by Councilman Clauson, seconded by Councilman Smith, Council adopted
Planning Commission Resolution No. 192-93 as their own and approved the Comprehensive
Plan amendment from Residential Low to Multiple Family 20 and Commercial General for
property located in the 400 block of Tremont Street West; east of SR 16, between Tremont
Street and Pottery Avenue.
Councilman Geiger, seconded by Councilman Grable, moved to adopt Planning Commission
Resolution No. 193-93 as their own approving the land use zone reclassification from
residential low to multiple family 20 and Commercial General for the property located in the
400 block of Tremont Street West; east of SR 16, between Tremont Street and Pottery
Avenue, as requested by N.L. Olson and Associates, with the following conditions: (1) The
project will be treated as a Site Specific Plan and prior to any commercial development, the
applicant shall begin construction of the required infrastructure for the Health Care Campus
based upon the site specific uses. The required infrastructure shall be defined as the
Boulevard Roadway section and the left turn pocket along Tremont Street, the multi -cell /
biofiltration swale and Underground Detention No. 1, the looped watermain along the
Boulevard Roadway from Tremont Street to Pottery Avenue, the sanitary sewer gravity trunk
line / forcemain and lift station, and the underground power, phone, gas, and cable TV utilities
along the Boulevard Roadway. (2) All signs shall be consistent with the requirements of the
Tremont Corridor Specific Plan. No pole signs shall be allowed. (3) The final site plan will be
reviewed and approved by the fire department prior to issuance of any building permit.
Alternate methods of fire protection shall be provided by the Health Care Campus Facility in
lieu of building height restrictions. (4) The restaurant shall not have a drive -through facility.
(5) Driveways will be consolidated as shown on the Conceptual Master Plan. (6) The
applicant shall sign a concomitant agreement to agree to participate in the pro rate share of
the cost of a traffic signal when one is constructed. The applicant is responsible for the cost of
the signal associated with all property development in the application. (7) The developer
shall construct a left turn pocket on Tremont Street for westbound to southbound traffic and
for eastbound to northbound traffic. (8) The developer will construct sidewalks along the
abutting portions of Tremont Street and Pottery Avenue. The sidewalks will consist of a non -
curvilinear 5 foot wide concrete walkway with concrete gutters and curbs. (9) A bus stop will

be constructed along the new road to accommodate both directions of travel. (10) There will
be no aerial utility cables. (11) Fire flows will be established by the Fire Department. (12) A
minimum of an eight inch water main will be constructed in the new road from Tremont Street
to Pottery Avenue. (13) Fire hydrants locations will be established by the Fire Department.
(14) If the project constructs a sewer pump station to be deeded to the City, the pump
station will include an emergency generator and meet all City requirements. (15) All electrical
utilities will be underground. (16) The developer will place street lights at the intersections of
Tremont Street, Pottery Avenue and the main entrance of the health care facility. The lights will
meet all Puget Power standards, will be maintained by Puget Power and become City street
lights. (17) The developer will provide a bond to the City to assure proper landscaping
maintenance for one year after planting. (18) All sites not constructed in Phase One will be
hydroseeded and maintained as a lawn until construction of that particular site.
(19)Landscaping criteria shall conform with the requirements of the Tremont Corridor Specific
Plan, except where variances are needed for the implementation of the storm water system
landscaping. (20) The wetland buffer shall be a minimum of 50 feet and there shall be an
additional 25 foot "no -build" area around the wetland buffer.
`t On motion by Councilman Clauson, seconded by Councilman Geiger, Council amended
motion to include (1) Revision to No. 6 to include developer participation in cost of traffic
signal at Tremont and Pottery entrances as required. (2) Developer also to provide when
needed a left turn lane and/or a right turn lane a the Pottery entrance. (3) Developer to
provide a deceleration right turn lane for the emergency entrance and an acceleration lane
east bound from the Tremont entrance and the service station right turn only exit. (4) parking
facilities within the development will be reviewed by Ktsap Transit personnel for compliance
with the Commute Trip Reduction Plan and (5) Ktsap Transit will review and comment on
transit system circulation within the development, seconded by Councilman Geiger and
carried.
Original motion as amended was unanimously approved adopting the Zone Reclassification
from Residential Low to Multiple Family 20 and Commercial General for property located in the
400 block of Tremont Street West; east of SR 16, between Tremont Street and Pottery Avenue
with conditions.
Mayor Weatherill called for a 10 minute recess with meeting to reconvene at 9:55 PM.
On motion by Councilman Smith, seconded by Councilman Clauson, Council excused
Councilman Childress from this Council meeting due to illness.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council excused
Councilwoman Powers from the February 22, 1993 Council meeting.
Mayor Weatherill and Councilmembers extended sincere appreciation to the men and women
of Puget Power for their extraordinary efforts and diligence to repair damage caused by the
January 20, 1993 windstorm. A plaque which will be presented to Puget Power to further
acknowledge the City's gratitude.

On motion by Councilman Morrison, seconded by Councilman Clauson, Council requested a
"retreat" type session be scheduled for councilmembers and departmental staff to
development a 5 year plan for all city departments.
On motion by Councilman Geiger, seconded by Councilman Grable, Council authorized the
City Engineer to remove and/or top trees situated on crry property in the vicinity of Radey
Pond approximately 100' from Sidney Avenue.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council authorized
the City Engineer to upgrade the Coast to Coast Pump Station electrical system and to
prepare specifications for purchasing an electrical generator.
Robert Gallegos, Chairperson for the Citizens Committee on Growth Management, invited the
City Councilmembers to attend the Citizens Advisory Committee meetings. Mr. Gallegos
stressed the importance of these meetings, as being an excellent educational resource
concerning Growth Management.
