04/12/1993 - Regular - MinutesPort Orchard, Washington April 12, 1993 Council of the City of Port Orchard, Washington, called to regular session at 7:30 PM by Mayor Leslie J. Weatherill. Councilmembers present: Clauson, Childress, Morrison, Geiger, Grable. Staff present: Police Chief Mathews, Deputy Clerk Hager, City Engineer Curies, Fire Chief Snow, City Attorney McCloskey, and City Clerk Hower. Councilwoman Powers excused. Councilman Smith excused (see motion page two). Councilman Childress led the audience and Council in the Pledge of Allegiance. On motion by Councilman Grable, seconded by Councilman Geiger, Council unanimously approved the consent agenda items as follows: 3.a. March 22, 1993 Council meeting minutes. 3.b. Payment vouchers as follows: Claims Warrant No. 18568- 18659 in the amount of $112,055.12 and March 1993 Payroll Warrant No. 117230 - 117407 in the amount of $161,373.77, 3.c. Resolution No. 1633 setting forth facts, findings and conclusions relevant to an application for zone reclassification for property located at 775 Olney Avenue as submitted by Willis L. and Sandra Wolf and to the appeal to the Planning Commissions recommendation to deny the Wolf Rezone Application as flied by William Palmer on behalf of applicants Willis and Sandra Wolf. 3.d. Ordinance No. 1577 amending Ordinance No. 926 (Port Orchard Municipal Code 5.78) relative to garbage collection business and occupation tax. 3.e. Resolution No. 1634 supporting the Ktsap Regional Planning Council and Development of consistent and understandable processes between Governmental agencies in Kdsap County. Barbara Sacker, Elaine Perkerwicz, and Hazelle Simmons, representing Auxiliary V.F.W. #2669, presented Chief Mathews with a plaque showing their appreciation for making the streets of Port Orchard a safe place for citizens. Bill Kelly, South Ktsap Western Little League, requested permission to erect additional fencing in the field behind the Active Club Building (1025 Tacoma Avenue). On motion by Councilman Clauson, seconded by Councilman Grable, Council granted permission for the South Ktsap Western Little League to extend fencing on their leased fields behind the Active Club Building (1025 Tacoma Avenue), contingent upon insurance certificate providing coverage for specific area. April 12, 1993 Page 2 of 2 Bill Isley and John Hoffman, Urban Planner Architects, under contract with Kitsap County gave an informational presentation on the South Kitsap Rural Design Committee's progress. Pamela Kellner, McClure Research Company, discussed the KAsap Recreation Coordinating Council's desire to provide recreation services on a countywide basis. Mayor Weatheriil called for a 10 minute recess. Rick McNichols, Department of Community Development, updated Council on the Sinclair Inlet Watershed Management Committee's draft plan and answered questions from the Council. Bill Hurley, Fathoms O' Fun, Director, reviewed the list of events scheduled for the 1993 Fathoms O' Fun Festival from June 26, 1993 to July 4, 1993 requesting the use of the city waterfront parking area for festival events and the closure of Bay Street for the parade on June 26, 1993. Judd Turner, Fathoms O' Fun Parade Director, outlined the plans and parade route of the Fathoms O' Fun Parade. After much discussion, Councilman Morrison, Street/Alley Committee Chairman, moved to approve the closure of Bay Street for the Fathoms O' Fun Parade and to deny the use of the waterfront parking lot area for the carnival. Motion passed with 4 ayes and 1 nay. Councilman Grable voting nay. On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized $1.00 per pay day be deducted from each public official's salary for the Sunshine Fund. The Clerk will prepare payroll deduction forms for individual councilmembers signatures. On motion by Councilman Morrison, seconded by Councilman Clauson, Council granted Councilman Smith with a leave of absence for approximately three months to facilitate his medical recovery.
