Council of the City of Port Orchard, Washington, called to regular session by
Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers present: Clauson,
Childress, Morrison, and Geiger. Staff present: City Attorney McCluskey, City
Engineer Curles, City Planner Brown, Police Chief Mathews, Fire Chief Snow,
Deputy Clerk Hager and City Clerk Hower. Councilman Smith on approved leave
of absence. Councilwoman Powers excused. Councilman Grable excused page 4.
Councilman Clauson led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Morrison, seconded by Councilman Geiger, Council
unanimously approved consent agenda items as follows:
3a. Minutes of June 14, 1993 Council meeting as corrected.
3b. Payment vouchers as follows: Claims Warrant No. 18979-19031
in the amount of $43,008.43.
3c. Resolution No. 1637 approving issuance of a Special Use Permit
to South Kitsap Helpline allowing use of property located at
103 Lippert as transitional housing for families with
children.
3d. Resolution No. 1638 adopting policies and procedures for
submitting a Petition to Vacate city right-of-way.
3e. Resolution No. 1639 approving participation in the Kitsap
County Local Voters' Pamphlet.
3g. Application for Fireworks Display Permit submitted by Western
Display to provide for Fathoms 0' Fun Fireworks Display on
July 4, 1993.
Councilman Morrison moved to approve Ordinance No. 1585 declaring an emergency
and limiting the date and time during which fireworks may be used, discharged
or exploded within the city limits on July 4 from 11:00 AM to 11:00 PM, with
an amendment to include Port Orchard Municipal penalty clause 1.04.020 making
violations a misdemeanor, seconded by Councilman Clauson and carried with 3
ayes and 1 nay. Councilman Geiger voting nay.
Mayor Weatherill opened the 7:45 PM Public Hearing regarding Petition to
Vacate a portion of Lawrence Street and Perry Avenue as submitted by Doyle
Narry, et al. LEGAL DESCRIPTION: Attachment "A"
City Engineer Curles outlined the proposed street vacation area.
Steve Dixon, attorney representing Doyle Narry, reviewed events and reasons
for this request to vacate a portion of city right-of-way.
Doyle Narry, petitioner, outlined the need for the vacation and requested
Council approval.

Mayor Weatherill called for additional input either for or against the
Petition to Vacate a portion of city right of way. As no response was
received Mayor Weatherill closed the public input portion of the Public
Hearing and referred matter to Council for consideration.
On motion by Councilman Geiger, seconded by Councilman Morrison, Council
denied request, submitted by Doyle Narry, et al, to petition to vacate a
portion of Lawrence Street and Perry Avenue, as this vacation was determined
to not be in the best interest of the City.
Mayor Weatherill reconvened Public Hearing (continued from June 14, 1993)
regarding a request to amend the South Kitsap Health Care Campus site plan as
submitted by N.L. Olson and Associates representing Harrison Hospital.
Councilman Childress stepped down from Council table, due to a conflict of
interest.
Norm Olson, developer for South Kitsap Health Care Campus, addressed the
proposed revisions to the site plan.
Gerry Gerron, Design Architect for Phase I of the South Kitsap Health Care
Campus, spoke on the revised site plan and displayed an architectural model of
the proposed medical office facility.
David Olson, Director of Planning for Harrison Hospital, read letter into
record from David W. Gitch, President, Harrison Memorial Hospital, requesting
Council's approval of the revised site plans.

On motion by Councilman Clauson, seconded by Councilman Morrison, Council
directed the City Clerk to prepare an ordinance reflecting the revised site
plan changes as presented.
Mayor Weatherill called for a recess with meeting to reconvene at 8:40 PM.
Gerry Harmon, 906 Kitsap Street, requested a variance from Port Orchard
Municipal Code 7.12.100 limiting the number of dogs in one household.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
granted permission to Ms. Harmon to keep a maximum of five dogs in her
residence at 906 Kitsap Street for a period of two years while her parents are
residing in her home.
City Engineer submitted report on bid opening held June 23, 1993 at 4:30 PM
for the Bethel Wye Water Main Project, Phase 2. Bids accompanied by required
bid bond were received by the City Clerk as follows:

On motion by Councilman Clauson, seconded by Councilman Morrison, Council
accepted the bidding and awarded the Bethel Wye Water Main Project, Phase 2
contract to the low bidder, Olsen Land Development, in the amount of
$21,914.20.
City Engineer proposed a two hour time limitation be imposed for City Parking
Lot 3 (library), except for library staff designated parking spaces.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
adopted Resolution No. 1640, repealing Resolution No. 1611 and establishing
regulations and fees related to parking, stopping or standing in certain areas
of the City. Only change from previous regulations is restricting parking in
City Lot No. 3 to two hours, except for library staff designated spaces.
On motion by Councilman Clauson, seconded by Councilman Childress, Council
authorized the City Engineer to hire two temporary public works employees for
approximately 4 to 6 weeks. Wage for these positions not to exceed $6.00 per
hour.
On motion by Councilman Morrison, seconded by Councilman Clauson, Council
authorized the City Engineer to contact the Port of Bremerton regarding
integration of the City and Port electrical systems.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
authorized the City Engineer purchase a color printer for the Engineering
Department using Growth Management Funds.
On motion by Councilman Morrison, seconded by Councilman Clauson, Council
declared as surplus four sections of fire hose (2-2h"; 1-14; and 1-4) and
authorized Fire Chief Snow to dispose of the hose in the best interest of the
City.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
excused Councilman Grable from this Council meeting due to illness.
Meeting adjourned at 9:02 PM.
